Mr. Vitaly Vanshelboim joined UNOPS as Deputy Executive Director and Chief Operating Officer in July 2006, and has since played a crucial role in steering the organization to solid financial and operational health.
Mr. Vanshelboim has helped lead UNOPS through major transformations. UNOPS has now firmly established itself as a central UN resource for providing more efficient, effective and sustainable services to partners for peace and security, humanitarian and development projects.
Since joining the United Nations in 1992, Mr. Vanshelboim has continued to advance the agenda of innovation, change management and reform. He has established a strong track record in turnaround management and has demonstrated a proven ability to strengthen underperforming business units through restructuring.
Before his UN career, Mr. Vanshelboim served for some three years in various capacities in the public and private sectors. He commenced his UN career with the United Nations Office in Ukraine where he served in several posts (1992-1997), the last being that of United Nations Development Programme (UNDP) Deputy Representative.
In July 1997, he moved to Sarajevo, Bosnia and Herzegovina, where he worked with the Mission of the Organization for Security and Co-operation in Europe, as Deputy Director of Resources (1997-2001).
In September 2001, Mr. Vanshelboim returned to UNDP and served in various senior roles, including Director of Staff Administrative Services (2001-2005 in Copenhagen, Denmark) and Director of the Office of Administration and Security (2005-2006 in New York, USA).
Mr. Vanshelboim graduated in 1990 from the National University of Economics in Kyiv, Ukraine majoring in accounting, audit and financial analysis. He also completed an advanced management programme (2010-2011) at IESE business school in Barcelona, Spain and is a fellow of the Chartered Institute of Procurement & Supply (CIPS).
A Ukrainian national, Mr. Vanshelboim was born in Chelyabinsk, ex-Soviet Union, and now part of the Russian Federation, in December 1969. He is married and has three sons.
