Zia-ur-Rahman Madani was in charge of the Taliban's military affairs in the Takhar Province as of May 2007. He has facilitated fund raising in the Gulf on behalf of the Taliban since 2003. He also facilitated meetings between Taliban officials and wealthy supporters and arranged for more than a dozen individuals to travel to Kabul, Afghanistan, for suicide attacks. He is believed to be involved in drug trafficking.
