Work and mandate

The Committee is supported by the Panel of Experts established pursuant to resolution 1973 (2011). It is comprised of six experts and it is home-based. Its current mandate was extended by paragraph 12 of Security Council resolution 2644 (2022) until 15 November 2023.

The Panel of Experts is mandated to:

  • Assist the Committee in carrying out its mandate as specified in paragraph 24 of resolution 1970 (2011) and modified in subsequent resolutions;

  • Gather, examine and analyse information from States, relevant United Nations bodies, regional organisations and other interested parties regarding the implementation of the measures decided in resolution 1970 (2011) and 1973 (2011), 2146 (2014) and 2174 (2014), and modified in resolutions 2009 (2011), 2040 (2012), 2095 (2013), 2144 (2014), 2213 (2015), 2292 (2016), 2362 (2017), 2441 (2018), 2509 (2020), 2571 (2021) and 2644 (2022), in particular incidents of non-compliance;

  • Make recommendations on actions the Council, or the Committee, the Libyan authorities or other States may consider to improve implementation of the relevant measures;

  • Provide to the Council an interim report and a final report with its findings and recommendations.

The Panel of Experts, initially consisting of eight experts, was established by resolution 1973 (2011), extended and slimmed down to a group of up to five experts by resolution 2040 (2012), and further extended by resolutions 2095 (2013) and 2144 (2014). The size of the Panel of Experts was thereafter expanded by one additional expert by resolution 2146 (2014) and the mandate was extended by resolutions 2213 (2015), 2278 (2016), 2362 (2017), 2441 (2018), 2509 (2020), 2571 (2021) and 2644 (2022).

The Panel of Experts acts under the direction of the Committee and its members are appointed by the Secretary-General of the United Nations in consultation with the Committee.

The Security Council has urged all States, relevant United Nations bodies, including UNSMIL, and other interested parties, to cooperate fully with the Panel, in particular by supplying any information at their disposal on the implementation of the sanctions measures decided in resolutions, in particular incidents of non-compliance. The Security Council further encouraged UNSMIL and the Libyan government to support the Panel’s investigatory work inside Libya, including by sharing information, facilitating transit and granting access to weapons storage facilities, as appropriate.
