Salim Benghalem was listed on 29 February 2016 pursuant to paragraphs 2 and 4 of resolution 2161 (2014) as being associated with Al-Qaida for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of” the Islamic State in Iraq and the Levant, listed as Al-Qaida in Iraq (QDe.115).

Additional information: 

Salim Benghalem is a Syria-based French violent extremist and member of the Islamic State in Iraq and the Levant (ISIL), listed as Al-Qaida in Iraq (QDe.115), who carries out executions on behalf of the group.

In 2007, Salim Benghalem was convicted and sentenced to prison in France for a 2001 murder.

As of 2015, Salim Benghalem is the subject of a European Arrest Warrant because of his activities on behalf of ISIL.

Salim Benghalem appeared in a video of ISIL titled "From Inside Halab (Aleppo, Syria)" that was released on 9 February 2015. In this video he praises the recent terrorist attacks in France and calls on his "brothers" to keep on carrying deadly acts of terror.
