Malik Ruslanovich Barkhanoev was listed on 20 July 2017 pursuant to Annex III of resolution 2368 (2017) as being associated with ISIL or Al-Qaida “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of,” “recruiting for,” and “otherwise supporting acts or activities of” Islamic State in Iraq and the Levant, listed as Al-Qaida in Iraq (QDe.115).

Additional information: 

In September 2016, Barkhanoev arrived in Istanbul, Turkey in order to be transferred to one of the terrorist training camps in Syria where he acquired skills necessary for terrorist activities. He joined one of the Islamic State in Iraq and the Levant (ISIL), listed as Al-Qaida in Iraq (QDe.115), groups stationed near the Syrian cities of Mambij, Rakka and Al Bab. As of July 2017, he is residing in Mosul area of Iraq. He actively uses the internet to facilitate and support terrorist activities and recruit new members for ISIL from the North Caucasus area of the Russian Federation, encouraging them to join ISIL in Syria.
