Security Council Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo

S/RES/1857 (2008)

Renews the arms embargo, previously imposed by paragraph 1 of resolution 1807 (2008), on all non-governmental entities and individuals operating in the DRC territory until 30 November 2009. Renews the measures on aviation and customs, as well as the travel ban and assets freeze on individuals and entities pursuant to resolution 1807 (2008) which apply also to individuals obstructing the access to, or the distribution of, humanitarian assistance in eastern DRC, as well as individuals or entities supporting illegal armed groups in eastern DRC through illicit trade of natural resources.

Recalls that the targeted measures including a travel ban and an asset freeze imposed by paragraphs 13 and 15 of resolution 1596 (2005) were extended by resolutions 1649 (2005) and 1698 (2006) to apply in particular to political and military leaders of armed groups operating in the Democratic Republic of the Congo who impede the disarmament and the voluntary repatriation or resettlement of combatants belonging to those groups, and stresses that those measures are applicable to leaders of the FDLR, ex-FAR/Interahamwe and other Rwandan armed groups designated in accordance with the provisions

Extends the travel and financial measures to political and military leaders recruiting or using children in armed conflict and to individuals violating international law involving targeting of children in arms conflict. Re-establishes the Group of Experts for a period expiring on 31 July 2007.
