Representative of the Russian Federation briefs the Counter-Terrorism Committee

 

In a meeting at the United Nations on 12 February 2015, Mr. Valeriy G. Domnin, Head of the Working Group of the Meeting of Heads of Special Services, Security Agencies, and Law Enforcement Organisations, briefed the Security Council Counter-Terrorism Committee (CTC).

A representative of the Federal Security Service of the Russian Federation (FSB), Mr. Domnin stressed the important role of the Meeting of Heads of Special Services as a platform for concrete interaction between special services and agencies on the most topical issues and challenges in countering terrorism, in particular related to the threat of foreign terrorist fighters, and the use of the Internet by terrorists. Mr. Domnin also pointed out that the annual Meeting attaches special importance to further developing the exchange of information regarding emerging trends in modern-day terrorism between the Meeting and relevant United Nations entities.

Furthermore, Mr. Domnin recalled that according to the concluding document of a briefing seminar entitled “International Counterterrorism Database 2014”, organised in Moscow on 26 November 2014, seminar participants believed in the necessity of the continuous sharing of information related to foreign terrorist fighters, using said database as an integrated technological tool for this purpose.

On 11 February 2015, Mr. Domnin and his delegation held a bilateral meeting with Mr. Jean-Paul Laborde, Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED).
