The Office of the Ombudsperson to the ISIL (Da'esh) and Al-Qaida Sanctions Committee

An independent and impartial Ombudsperson, who reviews requests from individuals, groups, undertakings or entities seeking to be removed from the ISIL (Da'esh) and Al-Qaida Sanctions List of the Security Council's ISIL (Da'esh) and Al-Qaida Sanctions Committee

The Office of the Ombudsperson was established by Security Council resolution 1904 (2009). Its mandate was extended by resolution 1989 (2011), resolution 2083 (2012), resolution  2161 (2014)resolution 2253 (2015) and resolution 2368 (2017).

Individuals, groups, undertakings or entities seeking to be removed from the Security Council’s ISIL (Da'esh) and Al-Qaida Sanctions List can submit their request for delisting to an independent and impartial Ombudsperson who has been appointed by the Secretary-General.

The Ombudsperson’s mandate is contained in Security Council resolution 2368 (2017). The Ombudsperson is mandated to gather information and to interact with the petitioner, relevant States and organizations with regard to the request. Within an established time frame, the Ombudsperson will then present a comprehensive report to the Security Council’s ISIL (Da'esh) and Al-Qaida Sanctions Committee. Based on an analysis of all available information and the Ombudsperson’s observations, the report will set out for the Committee the principal arguments concerning the specific delisting request. The report will also contain a recommendation from the Ombudsperson to the Committee on the delisting request. The Committee may overturn the recommendation of the Ombudsperson under certain circumstances (which has not happened to date). The decision of the Committee on the delisting request will be communicated to the Petitioner by the Ombudsperson. A full description of the procedure is available here.

On 24 May 2018, the Secretary-General appointed Mr. Daniel Kipfer Fasciati to serve as Ombudsperson. 
The Ombudsperson position is currently in the on-boarding process. The Office of the Ombudsperson remains operational and accepts new delisting requests during the transition period.

The position was encumbered by Ms. Kimberly Prost from 14 July 2010 to 14 July 2015 and Ms. Catherine Marchi-Uhel from 27 July 2015 to 7 August 2017.
