CTC special meeting to review principles on foreign terrorist fighters: 13 December at 10:00am

In 2015, the Security Council Counter-Terrorism Committee (CTC) adopted the Madrid Guiding Principles (S/2015/939) to assist Member States in their efforts to stem the flow of foreign terrorist fighters (FTFs). These principles were based on major gaps and good practices identified at a special meeting of the Committee held in Madrid, Spain, with Member States, international, regional, and subregional organizations, civil society representatives, and members of the Global Research Network of the Counter-Terrorism Committee Executive Directorate (CTED).

In its resolution 2396, adopted in December 2017, the Security Council requested the Committee, with the support of CTED, to review the 2015 Madrid Guiding Principles in light of the evolving threat posed by FTFs, particularly returning or relocating foreign terrorist fighters and their families, and other principal gaps that may hinder States’ abilities to appropriately detect, interdict, and where possible prosecute, rehabilitate, and reintegrate FTF returnees and relocators and their families, as well as to continue to identify new good practices. In direct response to this request, the Counter-Terrorism Committee will hold a special meeting dedicated to this review.

Taking place at United Nations headquarters on Thursday 13 December 2018 in the ECOSOC Chamber from 10:00am to 6:00pm, the special meeting is open to to Member and Observer States, members of the media including photographers with valid accreditation, United Nations staff and interns, UN entities, intergovernmental organizations, and specialized agencies, as well as invited guests with a valid UN grounds pass.
