Уважаемый г-н Председатель, 17 декабря 2015 г. Совет Безопасности ООН единогласно принял подготовленную по инициативе России и США резолюцию 2253 по борьбе с деятельностью и финансированием ИГИЛ, Джабхат ан-Нусры и связанных с ними террористических организаций. Символично, что первую сессию сегодняшнего мероприятия открывают именно представители России и США. Рассчитываем, что сотрудничество по борьбе с терроризмом, в том числе на территории Сирии, вскоре получит дополнительный весомый импульс.

Mr. Chairman, On December 17, 2015, the UN Security Council unanimously adopted Resolution 2253 drafted by Russia jointly with the US to prevent the activities and financing of ISIL, Jabhat al-Nusra and affiliated terrorist organizations. Symbolically, it is the representatives of Russia and the US who open the first session of today's event. We hope that the cooperation against terrorism, including in Syria, will soon be given another powerful impetus.

The System of the Terrorism-Supportive Ideology Counteraction in the Context of Russia’s All-National Counterterrorism System

Distinguished Chair, Dear participants of the briefing, Ladies and gentlemen, Thank you for the opportunity of addressing the audience of this high representation to share Russia’s experience in countering such an evil as the terrorism-supportive ideology is. Our today’s report is a follow-on to the discussion of the broad variety of counterterrorism-related matters we had started this July at the XV-th Meeting of Heads of Special Services, Security Agencies and Law-Enforcement Organizations in St. Petersburg. It was “on the margins” of that highly recognized international forum where a tentative agreement on holding this briefing event was reached, and the range of the issues, I am going to make a point of today, was outlined.

International standards on combating money laundering and the financing of terrorism & proliferation the FATF recommendations

The Financial Action Task Force (FATF) is an inter-governmental body established in 1989 by the Ministers of its Member jurisdictions. The mandate of the FATF is to set standards and to promote effective implementation of legal, regulatory and operational measures for combating money laundering, terrorist financing and the financing of proliferation, and other related threats to the integrity of the international financial system. In collaboration with other international stakeholders, the FATF also works to identify national-level vulnerabilities with the aim of protecting the international financial system from misuse.

Session II: Regional and national experiences in effectively preventing and suppressing terrorist financing National Experience of Myanmar

It has been a long-standing policy of Myanmar to condemn any act of terrorism in all its forms and manifestations. Myanmar has demonstrated its commitment to the fight against terrorism through its growing participation in the regional and international instruments. Myanmar has so far become a party to eleven international counter-terrorism instruments, and a signatory to one such instrument. The Government is also looking at the possibility of signing or acceding to other relevant international or regional instruments.
