#CTNarratives: Open meeting of the Counter-Terrorism Committee

On 29 May 2018, the Security Council Counter-Terrorism Committee held an open meeting on countering terrorist narratives and preventing terrorist use of the Internet. The aim was to encourage Member States to better align their efforts in the field of countering terrorist narratives with the framework and the guidelines contained in Security Council resolution 2354, adopted in May 2017, including inter alia to share information on trends and developments in this field, effective measures to counter terrorist narratives, as well as on ways to measure and evaluate their effectiveness. The open meeting also reflected Security Council resolutions 2395 and 2396 (2017) on preventing terrorist use of the Internet, and the Council’s recognition of CTED’s “Tech Against Terrorism” initiative.

The meeting further responded to a requirement of UNSCR 2354 (2017), namely that the Counter-Terrorism Committee, with the support of its Executive Directorate (CTED), organize at least one open meeting annually to review global developments in countering terrorist narratives. The same resolution also requests the Committee and CTED to recommend ways for Member States to enhance their efforts in this field, and stipulates that all measures taken must comply with Member States’ obligations under international law, including international human rights law, international refugee law, and international humanitarian law.
