Parliament is one of the State institutions at the very centre of human rights. In the Declaration of the High-level Meeting on the Rule of Law, Member States recognize the essential role of parliaments in the rule of law at the national level, and welcome the interaction among the United Nations, national parliaments and the Inter-Parliamentary Union [para. 34].  United Nations provides technical assistance to parliaments in their efforts to build the capacity of legislators and technical staff, promotes institutional reform through strategic development plans, enhances parliaments’ relationships with the executive and judiciary branches of government and with civil society, and strengthens gender balance.
