Committee on Non-Governmental Organizations Grants Consultative Status, Reclassifying Status to 218 Entities, Sets Date of 2019 Sessions

The Committee on Non‑Governmental Organizations today suspended its 2018 resumed session pending one final day of work next month when its report to the Economic and Social Council will be finalized for adoption.

During the half‑day meeting, delegates approved 21 to 30 January and 8 February, and 16 to 24 May and 14 June, as the dates for its 2019 regular and resumed sessions respectively, as well as its corresponding provisional agenda (document E/C.2/2018/L.1).

Its draft report was introduced by Vice‑Chair Ceren Hande Özgür (Turkey).

In closing remarks, Committee Chair Jorge Dotta (Uruguay), completing a four‑year term, said the Committee had granted consultative status or reclassifying status to 218 organizations, or 45 per cent of the 472 applications which it had reviewed.  He emphasized the need to keep improving the Committee’s working methods to deal with a growing workload as well as demands from civil society to engage with the United Nations.

He went on to note the first‑ever consultations with non‑governmental organizations in consultative status that the Committee would hold on 22 June, which would discuss the evolving relationship between the United Nations and civil society and ways to improve it.

The 19‑member Committee vets applications submitted by non‑governmental organizations, recommending general, special or roster status on the basis of the applicant’s mandate, governance and financial regime.  Organizations with roster status can only attend meetings of the Economic and Social Council.  Those enjoying special status can attend meetings and issue statements, while those with general status can speak during meetings and propose agenda items.

The Committee on Non‑Governmental Organizations will meet again at 10 a.m. on Monday, 11 June, to adopt its report and conclude its resumed session.

Mergers

The Committee first took up applications from organizations with consultative status that had merged with other groups without such status, deciding to postpone the following organization:

Social Service Agency of the Protestant Church in Germany (Germany) — as the representative of Sudan requested that it use the correct terminology for his country as indicated on United Nations maps, and the representative of Turkey requested details about the organization’s activities with Syrian refugees.

Review of Quadrennial Reports

The Committee then took note of the new quadrennial reports for the period 2012 to 2015 and 2013‑2016 containing submissions by the following non‑governmental organizations:

Withdrawal of Application

The Committee took note, without prejudice, of the withdrawal of the application for special consultative status by the Centre universitaire de droit international humanitarie (Switzerland).

New Name Change Requests

The Committee took note of six new requests for name changes:

Australian Association of Yoga in Daily Life (special consultative status, 2004), to Yoga in Daily Life in Australia Ltd;

European Solidarity Towards Equal Participation of People (special consultative status, 2005), to Europe External Programme with Africa;

The Council took note of four deferred requests for name changes:

United States Asian American Law Enforcement Foundation, Inc. (special consultative status, 2011), to International Law Enforcement Federation.

Withdrawal of Status at the Request of Organizations

The Committee took note of requests from two non‑governmental organizations for withdrawal of status due to their dissolution:  World Alliance of Peoples’ Organisations (WAPO) (special consultative status, 2015) and Center for Global Community and World Law (special consultative status).

Consideration of Special Reports

The Committee Chair recalled that at its seventeenth meeting on 21 May, the Committee had before it a note verbale by China requesting the withdrawal of special consultative status of the NGO Society of Threatened Peoples.  He added that since then, an agreement had been reached concerning the request.

The representative of China said his delegation had taken note of a written response from that organization.  China’s position, as set out in its note verbale and at that Committee meeting, remained unchanged.  However, it appreciated that the group had expressed its commitment to the purposes and principles of the United Nations, respected China’s sovereignty and territorial integrity, and its unequivocal opposition to terrorism.  He added that China would no longer seek to revoke the organization’s status during the current session.

Provisional Agenda and documentation for 2019 session

The Committee then approved 21 to 30 January and 8 February, and 16 to 24 May and 14 June as the dates for its 2019 regular and resumed sessions respectively, as well as the provisional agenda for the 2019 session (document E/C.2/2018/L.1).

Draft Report

Ceren Hande Özgür (Turkey), Committee Vice‑Chair, presented the procedural chapter of the draft report of the 2018 resumed session (document E/C.2/2018/CRP.59), explaining that the text would be updated with substantive details for consideration by the Committee on 11 June.
