The Independent Audit Advisory Committee of the United Nations (IAAC) held its thirtieth session from 27 to 29 April 2015. The session, which was held at United Nations Headquarters in New York, was presided over by the Chairman, J. Christopher Mihm. All the other members of the IAAC, namely Patricia X. Arriagada Villouta, (Vice Chair), Natalia A. Bocharova, Richard Quartei Quartey, and Maria Gracia M. Pulido Tan, were in attendance.
The IAAC’s deliberations included the finalization of the Committee’s report on the proposed programme budget of the Office of Internal Oversight Services (OIOS) for the fiscal year 2016-2017.
In addition, the Committee held meetings with:
1. Carman Lapointe, Under-Secretary-General for Internal Oversight Services, regarding a wide range of matters, including: (i) status of vacant posts; (ii) implementation of enterprise risk management in OIOS; (iii) fraud and presumptive fraud reporting; (iv) status of the regular budget workplan implementation of OIOS for the biennium 2014-2015; and (v) regular budget proposal of OIOS for 2016-2017.
2. Bettina Tucci Bartsiotas, Controller, on OIOS’s regular budget submission for 2016-2017; issues pertaining to the internal control of the United Nations; and on fraud and presumptive fraud.
3. Ms. Bartsiotas also represented Yukio Takasu, Under-Secretary-General for Management, who was unable to attend the meeting. She briefed the Committee on: (i) the status of the implementation of oversight bodies’ recommendations, including any apparent trends; and (ii) update on the deliberations of the General Assembly’s Fifth Committee (Administrative and Budgetary) with respect to the fourth progress report on accountability.
4. Ernesto Baca, Executive Director of Umoja, on the status of the project, especially in regards to the schedule and development of the benefits realization plan.
The next (thirty-first) session of the IAAC is scheduled for 8 to 10 July 2015 at United Nations Headquarters in New York.
