NEW PERMANENT REPRESENTATIVE OF CAMEROON PRESENTS CREDENTIALS

19980313 Biographical Note

Martin Belinga Eboutou, the new Permanent Representative of Cameroon to the United Nations, today presented his credentials to Secretary-General Kofi Annan.

Prior to his current appointment, from 1989 to 1997, Mr. Belinga Eboutou was Director and later, Chief of State Protocol in the Office of the President. In 1996 and 1997, he was also Director of the Civil Cabinet in the Office of the President. From 1985 to 1989, he headed the Economic Mission of Cameroon in Paris, Rome, Tunis and Rabat.

Between 1974 and 1985, he was Chief of the Regional Organizations Unit in the Ministry of Foreign Affairs. During that time, he participated in the General Assembly's Second Committee (Economic and Financial) and in ministerial meetings and summits of the Movement of the Non-Aligned countries and the "Group of 77" developing countries. He was also national correspondent for the Agency for Cultural and Technical Cooperation (ACTC).

Mr. Belinga Eboutou began his career in 1968 as Secretary in the Ministry of Foreign Affairs. From 1970 to 1974, he was Charge d'Affairs at Cameroon's Embassy in the Congo. In 1974, he was Associate Professor at the International Relations Institute in Cameroon and in 1976, he took part in the International Conference on Namibia and Human Rights. He participated in negotiations on the renewal of the Lome Convention in 1984 and 1985.

He holds degrees in Canon Law and Economics from the Catholic University, Lavanium-Kinshasa. He also holds postgraduate diplomas in International Studies, Public Law and Political Science as well as a Doctorate in Law from the University of Paris.

Born in Nkilzok, Cameroon on 17 February 1940, Belinga Eboutou is married and has six children.
