SECRETARY-GENERAL APPOINTS NEW CHIEF MILITARY OBSERVER OF MILITARY OBSERVER GROUP IN INDIA, PAKISTAN

19980311 Biographical Note Secretary-General Kofi Annan has appointed Brigadier-General Hernan Sergio Espinosa Davies of Chile as the new Chief Military Observer of the United Nations Military Observer Group in India and Pakistan (UNMOGIP), effective 21 March. He succeeds Major-General Choung-Jun Ahn of the Republic of Korea, who has served as Head of Mission since March 1997 and is returning to national service. The Secretary-General takes this opportunity to pay tribute to Major-General Ahn for the professional and effective manner in which he provided leadership to UNMOGIP.

Brigadier-General Espinosa, who began his career in 1963 as a military cadet in the Chilean Academy, graduated as Staff Officer at the Army War College in Chile in 1978. He commanded the Sixth Artillery Regiment, the Artillery School and, in his present rank, the Army Garrison of the VI and VII Regions. Between 1989 and 1990, he served as Military Attache in Seoul. Since 1994, he has been in charge of the Engineers Command of the Army and of the Military Labour Corps. He has had previous United Nations peacekeeping experience as a military observer in the United Nations Truce Supervision Organization (UNTSO), from 1979 to 1981.

Born in Santiago in 1943, he is married and has three sons.
