Lateef, President of the Foreign Policy Association,<br \/>\nMs. Odile Renaud-Basso, President of the European Bank for Reconstruction and Development,<br \/>\nMr. Victor G. Dodig, former President and CEO of the Canadian Imperial Bank of Commerce,<br \/>\nMr. Thomas McInerney, former President and CEO of Genworth Financial,<br \/>\nMr. Bharat Anand, Dean of New York University School of Business,<\/p>\n<p>Colleagues,<br \/>\nLadies and gentlemen,<\/p>\n<p>I thank the Foreign Policy Association for giving me the opportunity to deliver these remarks.<\/p>\n<p>&nbsp;<\/p>\n<p>Especially to this audience.<\/p>\n<p>&nbsp;<\/p>\n<p>The combination of tonight\u2019s co-honorees could not be more appropriate in reflecting our world today: four economists and one public international lawyer\u2014out of which two are politicians as well.<\/p>\n<p>As in today\u2019s world, neat divisions between foreign policy, geo-economics and domestic politics no longer exist \u2013 they are all interconnected.<\/p>\n<p>Foreign policy has always been influenced, and occasionally driven by, trade relations.<\/p>\n<p>And trade &#8211; accessing resources, securing supply chains, keeping commerce flowing freely \u2013 hardly any of this happens in a politically neutral space.<\/p>\n<p>We witnessed this during the pandemic when interrupted supply chains led to a shortage of not only masks but also fever medications for children across Europe.<\/p>\n<p>We felt it in 2021, when the container ship Ever Given wedged itself across the Suez Canal, one of the world&#8217;s most vital trade arteries.<\/p>\n<p>It remained closed for six days, leaving hundreds of vessels stranded and disrupting an estimated nine to ten billion dollars of global trade.<\/p>\n<p>I\u2019m recalling this because this was only in 2021.<\/p>\n<p>Yet even though the geopolitical dynamics of economic activity are more than clear I keep hearing until today whether the call by the Secretary General and myself, as the President of the General Assembly of the United Nations, for commitment to the UN Charter and a rules based international order is not a bit na\u00efve.<\/p>\n<p>&nbsp;<\/p>\n<p>Even right before the start of the full-scale Russian invasion of Ukraine, the Nord Stream II gas pipeline was still described by some as a purely economic project with, bluntly, little thought given to the geopolitical and geostrategic ramifications.<\/p>\n<p>The price of this ignorance \u2013 or I would call this na\u00efvet\u00e9 \u2013 has been high.<\/p>\n<p>Most as we know, for more than four years, for the people of Ukraine.<\/p>\n<p>But also for all the economies.<\/p>\n<p>In Tunisia &#8211; again this was only a couple of years ago &#8211; where over 95 per cent of soft wheat is imported, prices rose due to the disruptions of the Black Sea grain supplies following the Russian aggression against Ukraine, to more than 430 US dollars per tonne in 2022; which was more than double 2021 levels.<\/p>\n<p>In Bangladesh, a totally different part of the world, which is heavily dependent on imported edible oils and grains, the price of cooking oil surged from around 700 dollars per barrel to nearly 1,940 dollars, contributing to sharp increases in food prices and widespread inflationary pressure following the global supply shock triggered by the war.<\/p>\n<p>The European especially German companies have stranded investments in Russia exceeding 107 billion US dollars.<\/p>\n<p>&nbsp;<\/p>\n<p>And still, we hear those words:<\/p>\n<p>Isn\u2019t it a bit na\u00efve to call for compliance with international law.<\/p>\n<p>And yet even the founders of the United Nations were called na\u00efve 80 years ago for building an institution where the biggest goals are common rules and common principles.<\/p>\n<p>They didn\u2019t build it out of na\u00efvet\u00e9.<\/p>\n<p>But because they had seen what the opposite, total appeasement, could lead to: total destruction and genocide.<\/p>\n<p>In this regard, obviously, we are also being faced with a situation in the Gulf, in relation to which the Secretary General and I warned on February 28, that the UN Charter is not optional.<\/p>\n<p>That obviously we are living in difficult times.<\/p>\n<p>But that, in an interconnected world, like before \u2013 even when a container ship was blocking the Suez Canal, only for 6 days &#8211; the effects will be felt everywhere.<\/p>\n<p>And we are seeing this today, heavily: oil prices have surged by more than 40 per cent, rising to around 100 US dollars per barrel with spikes above 110.<\/p>\n<p>Meanwhile, disruptions linked to the conflict have removed up to 1.5 million barrels per day from global supply and driven sharp increases in fuel, transport, and broader trade costs.<\/p>\n<p>And just now, I think, while we were all coming here on our way to this wonderful evening the IMF just sharply downgraded its growth forecast for the world, warning that the disruption of oil and the oil market could raise the possibility of a global recession.<\/p>\n<p>Due to the energy crisis caused by this conflict, the Philippines has even declared a state of emergency.<\/p>\n<p>So in an interconnected world, what happens in the Strait of Hormuz, the Black Sea, or the Baltic Sea, in the Taiwan Strait, the South China Sea, or the Horn of Africa, is felt thousands of kilometres away, rippling across our global economy and geopolitical landscapes.<\/p>\n<p>Therefore, passively waiting for crises to resolve are not luxuries we can afford.<\/p>\n<p>The now all-too-common tepid response \u2014 ignoring what we know to be patently false in order to seem diplomatic, or to appease may feel convenient in the short term, but it is neither wise nor a strategy for success.<\/p>\n<p>Which brings me to the main focus of my remarks tonight.<\/p>\n<p>As has been quoted before, defending the rules-based international order, anchored in the values and principles of the UN Charter is one of the most noble things to do.<\/p>\n<p>&nbsp;<\/p>\n<p>But it cannot be left to the UN, alone.<\/p>\n<p>At a time of sharpening geopolitical tensions, security dynamics are not only directly shaping economic outcomes, energy markets, and investment opportunities, but also market stability itself.<\/p>\n<p>And thus, we all have a vested interest in ensuring that we play by the \u2018rules of the game\u2019.<\/p>\n<p>That is why in January, I called on Member States &#8211; and I am thankful that many ambassadors and permanent representatives are here tonight as well \u2013 to form a cross regional alliance to protect the rules-based multilateral system.<\/p>\n<p>I extended that call in my visits around the world to parliamentarians.<\/p>\n<p>To civil society and the private sector.<\/p>\n<p>And I extend this call to you, the many leaders here from the world of finance.<\/p>\n<p>We, the United Nations, need your support.<\/p>\n<p>Not only because, in my point of view, it is the right thing to do.<\/p>\n<p>Not only because that system is the best guarantee of peace, security, and the continued sovereignty of states.<\/p>\n<p>&nbsp;<\/p>\n<p>But because the multilateral system is also the common life insurance for global trade and global assets, your businesses and your growth.<\/p>\n<p>So literally you cannot afford to be bystanders.<\/p>\n<p>Defending that order \u2014 defending your assets, your interests, and the supply chains on which global trade depends \u2014 begins with a simple task.<\/p>\n<p>Standing up for the truth.<\/p>\n<p>In ordinary times, this would not even be worth discussing.<\/p>\n<p>Yet today we live in a world where we all know fake news, falsehoods, and disinformation proliferate with hardly any oversight.<\/p>\n<p>And alarmingly, this is rarely the product of ignorance.<\/p>\n<p>It is the product of deliberate efforts to weaponize misinformation and disinformation.<\/p>\n<p>And the danger cannot be overstated.<\/p>\n<p>As Nobel Peace Prize laureate Maria Ressa put it:<\/p>\n<p>Without facts, you can&#8217;t have truth.<\/p>\n<p>&nbsp;<\/p>\n<p>Without truth, you can&#8217;t have trust.<\/p>\n<p>And without trust, we cannot have a shared reality, which every democracy depends on<\/p>\n<p>&nbsp;<\/p>\n<p>European Member States felt this just two months ago, when AI-generated images of American flags planted in Greenland began circulating online.<\/p>\n<p>&nbsp;<\/p>\n<p>This was obviously not done in the spirit of fun.<\/p>\n<p>&nbsp;<\/p>\n<p>It was done with a purpose: to sow confusion over who Greenland actually belongs to.<\/p>\n<p>&nbsp;<\/p>\n<p>The effort worked.<\/p>\n<p>&nbsp;<\/p>\n<p>And frankly speaking, I was shocked to see how much it worked.<\/p>\n<p>&nbsp;<\/p>\n<p>At a dinner at the World Economic Forum in Davos, I was asked by a CEO of a leading American company with strong ties to the European market: \u201cWhy are the Europeans making such a fuss about Greenland? Is it true that it is European?&#8221;<\/p>\n<p>So yes, obviously with every topic, be it the strait of Hormuz, be it the issue of geopolitical security in the High North, be it with regard to the security in Europe, be it with regard to the horrible situation in Sudan, be it the situation in Gaza, the world has many conflicts.<\/p>\n<p>Yet the truth is the truth. And facts are facts. And if we just allow a flood of memes to suggest for example that Greenland does not belong to Greenlanders \u2013 it is an attack on truth itself.<\/p>\n<p>And if we start to negotiate truth and facts, we are starting to debate the foundations of our open societies.<\/p>\n<p>Obviously, again, I have been in politics \u2013 withstanding this is easier said than done.<\/p>\n<p>Especially in an age of artificial intelligence and rampant geopolitical blackmail.<\/p>\n<p>But consider that it took the Europeans weeks to formulate a response to the bad-faith conversation about Greenland.<\/p>\n<p>Reminding the world that Greenlanders, despite being an autonomous region, are citizens of the Kingdom of Denmark and thus also citizens of the European Union and NATO.<\/p>\n<p>And just imagine what would have happened from the very beginning, voices on all sides of the Atlantic \u2013 and even around the world \u2013 had the courage to speak against this misinformation with clarity and conviction.<\/p>\n<p>&nbsp;<\/p>\n<p>NATO would have held steadfastly together and would not have then found itself at the risk of having to defend one Member against another Member.<\/p>\n<p>So, no.<\/p>\n<p>Standing up for the truth, was not just a matter of responding to memes, winning a debate or a na\u00efve legal argument.<\/p>\n<p>Standing up for the truth and international law was a security necessity.<\/p>\n<p>But I would add this as well: it was not only for governments to speak out.<\/p>\n<p>It would have affected CEOs like everybody else for the better if we had come to a different outcome in this situation.<\/p>\n<p>The question I would leave you here with tonight is: how high a price are we, across every sector, willing to pay for failing to speak the truth and to defend the multilateral order and its international institutions, including the United Nations?<\/p>\n<p>Admittedly, I am saying this because I am the President of the General Assembly.<\/p>\n<p>Admitting that obviously the United Nations is undergoing a much-needed reform.<\/p>\n<p>You can trust me on this \u2014 as a German, I am used to a fair amount of bureaucracy.<\/p>\n<p>But the duplication of mandates and agency working on similar matters that has built up over 80 years is simply too much.<\/p>\n<p>We have 40000 mandates within the UN.<\/p>\n<p>We have 27000 meetings.<\/p>\n<p>So also, again the ambassadors here at the table, we are in the midst of a reform.<\/p>\n<p>The chair of one of our working groups &#8211; for the reform of the Security Council \u2013 the easiest task of all I must say \u2013 is here with us tonight.<\/p>\n<p>So maybe you can ask how this process is going.<\/p>\n<p>But we are doing this reform because it is heavily needed.<\/p>\n<p>It\u2019s called the UN80 reform process.<\/p>\n<p>Because we can simply not allow those who would like to weaponize the failings or setbacks of the United Nations as a justification to unravel all that we have built.<\/p>\n<p>Nor could we allow exclusive clubs to assume responsibility for global challenges or global peace.<\/p>\n<p>&nbsp;<\/p>\n<p>Because the reality is that, despite all the shortcomings of the UN, on no single day would the world be better off without the United Nations.<\/p>\n<p>We saw it during COVID.<\/p>\n<p>Even the strongest powers could not stop the pandemic on their own.<\/p>\n<p>It needed the World Health Organization to distribute vaccines around the world and contain the virus, which does not have a passport.<\/p>\n<p>Similarly, no army on earth \u2014 and no community, however wealthy \u2014 can shield itself from the effects of the climate crisis.<\/p>\n<p>Wildfires and cyclones reach the richest neighborhoods just as quickly as the poorest ones.<\/p>\n<p>And that is why despite all the challenges I chose \u2018Better Together\u2019 as the theme of this 80th session &#8211; actually planned as a birthday session, but it seems nobody wants to celebrate these days &#8211; because the world needed a reminder that we have faced hard times before.<\/p>\n<p>As one of the first Secretary Generals said, the United Nations was not built to bring humankind to heaven but to save us from hell.<\/p>\n<p>It was built exactly for these dark moments.<\/p>\n<p>So in this regard, we have to do more.<\/p>\n<p>We must lean in.<\/p>\n<p>Pulling apart is not an option.<\/p>\n<p>And to end on a positive note, as I believe one should not be in international diplomacy unless you are a structural optimist, believing that the glass is half full, even when it appears quite empty.<\/p>\n<p>There is much to gain from cross-regional alliances even in these fragmented times.<\/p>\n<p>As one instance, the recently signed trade agreement between the European Union and Mercosur partners will create a unified market of around 700 million people.<\/p>\n<p>If we are looking to the African Continent which is on the cusp creating an African Continental Free Trade Area this would open a market of 1.3 billion people with a combined GDP of 3.4 trillion US dollars.<\/p>\n<p>So cooperation pays off.<\/p>\n<p>In this regard dear ladies and gentlemen: you may cherry-pick your cause, but they all depend on the same order.<\/p>\n<p>Whether you defend international law and form cross-regional alliances to uphold the United Nations and its principles.<\/p>\n<p>Or because you believe in peace and security.<\/p>\n<p>Or you want the confidence also in the sovereignty of your own country.<\/p>\n<p>Or, because you want to invest worldwide.<\/p>\n<p>Whether you want 125 million children to keep going to school thanks to UNICEF.<\/p>\n<p>Or whether you simply want to board your next flight safely under rules set by the International Civil Aviation Organization \u2013<\/p>\n<p>For better or worse,<\/p>\n<p>In good and bad,<\/p>\n<p>We are all in this together.<\/p>\n<p>So, I am deeply thankful for this wonderful medal and this honor tonight.<\/p>\n<p>I accept this medal by counting on your support.<\/p>\n<p>To rally together,<\/p>\n<p>To work together,<\/p>\n<p>And to be better, together.<\/p>\n<p>&nbsp;<\/p>\n<p>Thank you.<\/p>\n<p>More about<a href=\"https:\/\/fpa.org\/\"> Foreign Policy Association.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Remarks by H.E.
