Progress Made and the Way Forward

Good afternoon,<\/p>\n

Your Excellency, Deputy Permanent Representative of Namibia,
\nYour Excellency Beutin, Permanent Representative of Germany,
\nDear Guy Ryder, Under-Secretary-General,<\/p>\n

\n

Dear Colleagues,
\nDear Friends,<\/p>\n

\n

And, as you said, Ambassador Beutin, we\u2019ve spent the morning together, we are spending the afternoon together on a Friday, so nobody can say this institution is not working all around the clock and not working in unity.<\/p>\n

\n

So maybe take as many pictures as you can and share them on social media.<\/p>\n

\n

I also think it is a great coincidence that in the morning we had UN80 reform and in the afternoon we are having now the Pact for the Future.<\/p>\n

\n

As many of us have said, UN80 is only the how of how we work here at the United Nations, but the \u2018what\u2019 is the Pact for the Future.<\/p>\n

\n

The Pact for the Future, as the distinguished excellencies have stated, remains our universal compass to strengthen multilateralism and advance momentum toward the Sustainable Development Goals.<\/p>\n

\n

And as we are all citing from the Pact, in paragraph 6 it also explicitly \u201crecognizes that the multilateral system and its institutions, with the United Nations and its Charter at the center, must be strengthened to keep pace with a changing world.\u201d<\/p>\n

\n

Building trust in these challenging times needs Member States to ensure that we deliver now with concrete action.<\/p>\n

\n

It is precisely this test of credibility that defines our work during this 80th session.<\/p>\n

\n

This is why I underlined in January during my priorities speech that this will have a high priority in the remaining months of the 80th<\/sup> session.<\/p>\n

\n

I also underlined again, or put it even more sharply, that this institution is not only under pressure but under direct attack.<\/p>\n

\n

So we have to demonstrate that we are ready in every second, also on a Friday afternoon, to stand up and protect this institution, and to work on the implementation in these times.<\/p>\n

\n

And Member States are in the driver\u2019s seat, with nearly eighty percent of the Pact\u2019s implementation anchored in national ownership and therefore in national action.<\/p>\n

\n

So this is really therefore in your hands.<\/p>\n

\n

I have just been in Geneva and in different places underlining as well that both UN80 and the implementation of the Pact for the Future cannot be worked on in different processes, in New York, in Geneva, and in capitals.<\/p>\n

\n

And then sometimes the SG or the Under-Secretary or I, like in Geneva, have been asked, \u201cBut can you tell your colleagues in New York that we want to be engaged a bit more in the reform process and the Human Rights Council review?\u201d<\/p>\n

\n

And I said, I will do my best, but frankly speaking this is neither my job nor the job of the Secretary-General to ensure that within a ministry the different missions are speaking to each other or that the capitals are on board.<\/p>\n

\n

But I would like to echo what I said there, not only for UN80 but for the Pact for the Future and the SDGs.<\/p>\n

\n

For those who have not done it, it would also be very important to have working groups in the ministries to ensure that we are all doing this together in a synchronized manner.<\/p>\n

\n

Because as you all know better than me, every day we not only have to work on implementation but also on defending this institution.<\/p>\n

\n

And as opposed to the Pact, not every step we take is being done in consensus anymore, and this is why it needs every capital and it needs every vote in the General Assembly.<\/p>\n

\n

On a positive note, we both said it when we came from the different conference rooms, I believe there is really a new spirit of engagement here.<\/p>\n

\n

So thank you very much, especially in person, for the many PRs here in this room again who are ensuring that we are taking these important steps.<\/p>\n

\n

And we are seeing it also at the local level with regard to implementation.<\/p>\n

UN Resident Coordinators and Country Teams have been working with governments to embed the Pact into national strategies and plans, helping accelerate progress on shared priorities.<\/p>\n

\n

We have just had the vote in the General Assembly establishing the Independent International Scientific Panel on Artificial Intelligence and the Global Dialogue on Artificial Intelligence Governance, advancing international discussions on digital cooperation and the governance of AI.<\/p>\n

\n

Also with regard to the implementation of the Pact is this a very important one, I would say, because people really see and feel what we are doing there: the Financing for Development agenda has advanced through the commitments agreed in Seville.<\/p>\n

\n

The same goes for social development, which has regained political momentum following the renewed engagement in Doha with the social summit and especially the work ECOSOC is doing in this regard.<\/p>\n

\n

And also new forms like the High-Level Expert Group beyond GDP are completing their report, after which the mandated intergovernmental process will begin.<\/p>\n

\n

So all of those who are saying the UN is not delivering, yes, sometimes it is challenging, but the embracement of new topics of the future, I would say, is stronger than in some decades before.<\/p>\n

\n

So the implementation efforts across the United Nations system are advancing, both at headquarters and at national level.<\/p>\n

\n

And the Group of Friends for Future Generations, for example, launched by Jamaica and the Netherlands, is advancing the Declaration on Future Generations by promoting long-term thinking in both ongoing UN processes, including the UN80 initiative, and demonstrating cross-regional political leadership in implementation.<\/p>\n

\n

Beyond governments, stakeholder engagement continues to build through innovative platforms and dialogue.<\/p>\n

\n

Civil society and policy innovation networks, including the Global Governance Innovation Network, are contributing to implementation through research, practical holistic policy proposals, and inclusive dialogue that translates the Pact commitment into action.<\/p>\n

\n

The humanitarian need, as we heard also this morning in a briefing, especially from the humanitarian agencies, progress must be felt by the people we serve on the ground.<\/p>\n

\n

This requires us to work closely and close the gaps where they remain.<\/p>\n

\n

Currently, as you all know, only around 35 percent of the SDGs are on track or making moderate progress.<\/p>\n

\n

Nearly half are advancing too slowly and almost one-fifth are moving backwards.<\/p>\n

\n

I was at a briefing on the stress faced by UNICEF and the protection of children this morning. For the first time in history, we could have a backlash with regard to children\u2019s starvation.<\/p>\n

\n

So this is one of the most intense alarming signals.<\/p>\n

\n

Therefore, we have to continue to strengthen our resolve and our delivery.<\/p>\n

Meanwhile, with regard to the Pact itself, implementation needs to be clearly mapped.<\/p>\n

\n

This is why later this session I intend to convene a one-day Pact stocktaking and interim assessment event to take stock of implementation efforts by Member States and the United Nations system, to highlight concrete successes and good practices so we can learn from each other and advance political momentum towards delivery.<\/p>\n

Looking ahead, the relationship between the Pact for the Future and the UN80 initiative must be clear and deliberate.<\/p>\n

\n

Reform must reinforce implementation and implementation must give reform its purpose and legitimacy.<\/p>\n

\n

Let us recall that ongoing reform efforts are not about bureaucratic reshuffling or cost-cutting for their own sake.<\/p>\n

\n

The objective of the reforms is to strengthen delivery for the people we serve, particularly those who are most vulnerable.<\/p>\n

\n

For this reason, the first of a series of discussions on the Pact will be held in April.<\/p>\n

\n

It will bring Member States together to reinforce the shared narrative linking the Pact for the Future and UN80.<\/p>\n

\n

Today\u2019s briefing is a great opportunity to ground our shared commitment in concrete experience.<\/p>\n

\n

And I look forward to hearing from Member States as they outline the steps taken so far, the challenges that remain, and the areas where further clarification can be discussed and delivered.<\/p>\n

\n

And I hope to see you all – not tomorrow on Saturday – but in follow-up implementation work later in April.<\/p>\n
