 <\/p>\n

I thank His Excellency Joan Forner Rovira, Permanent Representative of the Principality of Andorra and President of the Group of Francophone Ambassadors.<\/p>\n

 <\/p>\n

And His Excellency Michel Xavier Biang, Permanent Observer of the International Organization of La Francophonie to the United Nations, for their kind invitation, and for bringing us together for this timely exchange.<\/p>\n

 <\/p>\n

I also wish to commend the International Organization of La Francophonie for its work across its eighty-eight-member states and governments in advancing multilingualism as a pillar of international cooperation.<\/p>\n

 <\/p>\n

As I said you are very productive, and you are an envy around the world.<\/p>\n

 <\/p>\n

I remain deeply committed to this principle, which reflects the very diversity at the heart of the United Nations.<\/p>\n

 <\/p>\n

In normal times, this would be a sentence so ordinary, not even worth speaking about.<\/p>\n

 <\/p>\n

Yet, as we already said at the beginning of the 80th<\/sup> session, these are no ordinary times.<\/p>\n

 <\/p>\n

And half a year later in the middle of the 80th<\/sup> session, we are meeting at a challenging moment, as our institution faces unprecedented political and financial headwinds.<\/p>\n

 <\/p>\n

Geopolitically, the world is increasingly fragmented and conflict-prone.<\/p>\n

 <\/p>\n

Financially, the United Nations\u2019 liquidity crisis has reached a tipping point.<\/p>\n

 <\/p>\n

In this context, the UN80 Initiative, perhaps the most significant reform agenda since the Organization\u2019s founding, is not optional. It is an imperative.<\/p>\n

 <\/p>\n

And that is why I have consistently called for a cross regional alliance dedicated to preserving and revitalizing multilateralism in the spirit of \u201cBetter Together\u201d.<\/p>\n

 <\/p>\n

Such an alliance must bring together Member States across cultures and languages.<\/p>\n

 <\/p>\n

And in this endeavor, again this group can be one of the blueprints, as multilingualism remains even more important now, and you have already one of the most diverse cross-regional groups.<\/p>\n

 <\/p>\n

And your vigilance helps ensure that our institution remains true to its inclusive mandate, as reflected in the appeal you sent to my predecessor calling for concrete measures to operationalize multilingualism across the work of the General Assembly and its Presidency.<\/p>\n

 <\/p>\n

This appeal is about more than multilingualism, it is about celebrating diversity<\/p>\n

 <\/p>\n

And indeed multilingualism has always been central to the United Nations\u2019 vision of cooperation.<\/p>\n

 <\/p>\n

From its founding, this Organization was built on the principle that all peoples must be heard, respected, and represented.<\/p>\n

 <\/p>\n

Our official languages, and the many languages spoken across our membership, are not merely tools of communication, but expressions of inclusion, dignity, and participation in global decision making.<\/p>\n

 <\/p>\n

Even before taking office I committed to this principle<\/p>\n

 <\/p>\n

My vision statement was made available in all official languages.<\/p>\n

 <\/p>\n

And in my Office all official languages are represented, even if for some it is a second language.<\/p>\n

 <\/p>\n

Yet, again, we are in the midst of the UN80 reforms, which may not come at an ideal time, but it is necessary.<\/p>\n

 <\/p>\n

This is not only about cutting costs, though fiscal discipline matters, but about ensuring that the United Nations is fit for purpose and able to deliver in the face of the defining challenges of our time: conflict, climate change, and poverty.<\/p>\n

 <\/p>\n

And I encourage the Group of Francophone Ambassadors to remain actively engaged in the mandate review discussions, particularly within the Informal Ad Hoc Working Group, so that our collective efforts remain focused, impactful, and aligned with the priorities of the membership.<\/p>\n

 <\/p>\n

As we know, none of this will be easy. It will require real effort from all who value the United Nations and its Charter, as well as an understanding that, in periods of constraint, not every priority can be accorded the same level of attention.<\/p>\n

 <\/p>\n

To be clear.<\/p>\n

 <\/p>\n

The integrity of our formal meetings is not up for negotiation.<\/p>\n

 <\/p>\n

We will continue to maintain and protect full linguistic services for all formal meetings.<\/p>\n

 <\/p>\n

At the same time – and I know in some sub-groups you had this discussion already – budgetary pressures are increasingly affecting activities beyond the formal calendar, making certain operational adjustments unavoidable.<\/p>\n

 <\/p>\n

This is not a reflection of reduced commitment to multilingualism.<\/p>\n

 <\/p>\n

It is unfortunately a reflection of the broader strain facing the multilateral system at a time when the Organization is being asked to respond to growing humanitarian needs, escalating conflicts, and mounting global crises with limited resources.<\/p>\n

 <\/p>\n

I look forward to exchanging views with you on how we can direct those resources carefully and responsibly, even when the choices are difficult not only today but whenever we face these challenges.<\/p>\n

And it is precisely in this context that leadership matters.<\/p>\n

 <\/p>\n

The selection of the next Secretary-General \u2013 which will also be on our agenda – will play a decisive role in guiding reform efforts, setting priorities, and strengthening trust in the Organization during a period of significant strain and transformation.<\/p>\n

 <\/p>\n

This process must remain open, credible, and accessible for the full membership.<\/p>\n

 <\/p>\n

With this in mind, we will be convening \u2013 with full interpretation services \u2013 interactive dialogues with the candidates for Secretary General the week of April 20th<\/sup>.<\/p>\n

 <\/p>\n

Again, I look forward to working closely with all partners, including the Group of Francophone Ambassadors, as there will be other forms of discussion with civil society and others.<\/p>\n

And once again thank you for the kind invitation, and I look forward to exchanging with you on the work of advancing multilateralism and multilingualism.<\/p>\n
