 <\/p>\n

 <\/p>\n

Excellencies,<\/p>\n

Ladies and Gentlemen,<\/p>\n

 <\/p>\n

Thank you for joining this signature event of the United Nations General Assembly.<\/p>\n

 <\/p>\n

I extend my appreciation to the Director-General of the International Labour Organization for his invaluable support in organising today\u2019s dialogue.<\/p>\n

 <\/p>\n

Today, we shine a light on the problems of child labour in all its forms, including the forced recruitment and use of children in armed conflict.<\/p>\n

 <\/p>\n

And we explore courses of action to achieve its elimination.<\/p>\n

 <\/p>\n

Today, a staggering 160 million children \u2013 one in every 10 worldwide \u2013 are in child labour.<\/p>\n

 <\/p>\n

Nearly half of these children live in conflict-affected countries.<\/p>\n

 <\/p>\n

Across the world, children are being recruited by armed groups.<\/p>\n

 <\/p>\n

Their role is not limited to fighting.<\/p>\n

 <\/p>\n

They are used in many contexts that violate their rights and endanger their lives.<\/p>\n

 <\/p>\n

Girls often experience sexual exploitation and abuse.<\/p>\n

 <\/p>\n

To be clear: These children are not soldiers.<\/p>\n

 <\/p>\n

They are victims.<\/p>\n

 <\/p>\n

Victims of conflicts they did not start.<\/p>\n

 <\/p>\n

Victims of poverty they cannot control.<\/p>\n

 <\/p>\n

And victims of our failure, as an international community, to protect their well-being.<\/p>\n

 <\/p>\n

Indeed, the forced recruitment and use of children in armed conflict is recognised by International Labour Organization Convention Number 182 as one of the worst forms of child labour.<\/p>\n

 <\/p>\n

It is strongly condemned by the UN Security Council.<\/p>\n

 <\/p>\n

This year, the challenge is especially pressing.<\/p>\n

 <\/p>\n

Sustainable Development Goal 8.7 calls for the eradication of child labour in all its forms by 2025.<\/p>\n

 <\/p>\n

We must act with renewed urgency to ensure that all children are able to live the life of dignity and opportunity they deserve.<\/p>\n

 <\/p>\n

We have strong tools at hand to reverse these dangerous trends.<\/p>\n

 <\/p>\n

The Convention on the Rights of the Child sets out protections on the rights and well-being of all children.<\/p>\n

 <\/p>\n

Its Optional Protocol on the involvement of children in armed conflict, has been ratified by 173 countries.<\/p>\n

 <\/p>\n

International Labour Organization Convention Number 182 also enjoys universal ratification.<\/p>\n

 <\/p>\n

And in the Pact for the Future, world leaders pledged to invest in the social and economic development of children and young people.<\/p>\n

 <\/p>\n

What we need now is strengthened enforcement of all laws and conventions.<\/p>\n

 <\/p>\n

At the national level, I welcome the fact that education and social protections have more pride of place in national budgets.<\/p>\n

 <\/p>\n

In tandem, we must address the root causes of child labour, such as:<\/p>\n

-\u2002\u2002\u2002\u2002\u2002Poverty,<\/p>\n

-\u2002\u2002\u2002\u2002\u2002Displacement,<\/p>\n

-\u2002\u2002\u2002\u2002\u2002Gender and other inequalities,<\/p>\n

-\u2002\u2002\u2002\u2002\u2002The lack of opportunity that pushes children out of school and into work, and<\/p>\n

-\u2002\u2002\u2002\u2002\u2002The fragile situations that lead to their recruitment and use in armed conflict.<\/p>\n

 <\/p>\n

We must also see greater enactment of laws concerning salaries.<\/p>\n

 <\/p>\n

Greater enforcement of child protection laws.<\/p>\n

 <\/p>\n

Greater investment in children, particularly those living in remote areas where child labour is widespread.<\/p>\n

 <\/p>\n

And greater attention to emerging threats \u2013 especially extreme weather events that make children more vulnerable to child labour.<\/p>\n

 <\/p>\n

Dear friends,<\/p>\n

 <\/p>\n

We must use today\u2019s dialogue to identify solutions.<\/p>\n

 <\/p>\n

We must identify pragmatic solutions.<\/p>\n

 <\/p>\n

I look forward to your insights on how to use the upcoming High-level Political Forum on Sustainable Development to achieve progress on Sustainable Development Goal 8 and end child labour in all its forms.<\/p>\n

 <\/p>\n
