Excellencies,<\/i><\/i><\/p>\n

Distinguished Delegates,<\/i><\/p>\n

 <\/p>\n

I extend my sincere\u00a0congratulations<\/span>\u00a0to you, Your Excellency Mathu Joyini \u2013 Permanent Representative of South Africa \u2013 and the distinguished Bureau Members on your well-deserved election to steer the work of this Committee during the 78th<\/sup>\u00a0Session.<\/p>\n

 <\/p>\n

There is no doubt that the Fourth Committee grapples with a multitude of pressing global issues \u2013 each with far-reaching implications for millions of vulnerable peoples worldwide.<\/p>\n

 <\/p>\n

It is therefore not surprising that \u2013 a mere fortnight ago \u2013 world leaders from every corner of the globe underscored the pressing demand for the United Nations to deliver tangible results.<\/p>\n

 <\/p>\n

To meet this challenge, we must therefore unite in our pursuit of common ground, foster constructive dialogue that achieves the most favourable outcomes \u2013 and thus, tirelessly strive for inclusive progress.<\/p>\n

 <\/p>\n

Excellencies\u00a0<\/i>and Distinguished Delegates<\/i>,<\/i><\/p>\n

 <\/p>\n

Amid the wide array of topics under your Committee\u2019s purview, let us be guided by our unwavering commitment to the safety and well-being of the peoples.<\/p>\n

 <\/p>\n

This a pledge that is nothing short of paramount \u2013 as the UN was founded in the name of the peoples, as encapsulated in the preamble to the Charter.<\/p>\n

 <\/p>\n

The UN principle of leaving no one behind is also all encompassing \u2013 and so it must equally inform the work of the Fourth Committee.<\/p>\n

 <\/p>\n

From complete decolonization, through realizing a two-state solution to the Israeli-Palestinian conflict \u2013 we must earnestly confront the root causes of these challenges; and actively advocate for just, equitable and viable political solutions, that have the best prospects for enduring.<\/p>\n

 <\/p>\n

If we recommit to being guided by the principles of the UN Charter \u2013 including the principle of peaceful settlement of disputes \u2013 we can ensure that no one is left behind.<\/p>\n

\u00a0<\/i><\/p>\n

Excellencies\u00a0<\/i>and Distinguished Delegates<\/i>,<\/i><\/p>\n

 <\/p>\n

Let us invest more of our attention and resources to achieve peace, progress, prosperity, and sustainability for all. This Committee\u2019s work is key in our collective efforts in this regard.<\/p>\n

 <\/p>\n

The geopolitical tensions \u2013 exacerbated by the Ukraine war \u2013 as well as the flaring conflicts in Africa and the Middle East, as well as the deteriorating situation in Haiti, must compel us to do even more.<\/p>\n

 <\/p>\n

During your deliberations, I call upon all delegations to engage in deeper reflections on how to maximize the effectiveness of the UN\u2019s institutions and resources. Work collaboratively to craft tailored solutions to address the distinctive challenges encountered by nations in conflict and post-conflict situations.<\/p>\n

 <\/p>\n

Indeed, it is of vital importance to actively engage with all relevant stakeholders, encompassing regional and sub-regional organizations.<\/p>\n

 <\/p>\n

We must not remain oblivious, when our multilateral system and its institutions \u2013 including field-based Peacekeeping Missions and Special Political Missions \u2013 descend even deeper into a credibility crisis. Again, the work of the Fourth Committee can assist us to avert this.<\/p>\n

 <\/p>\n

Your work is also important to cultivate trust in the UN, particularly in the fight against misinformation and disinformation. The role of Artificial Intelligence has also added a very worrying dimension.<\/p>\n

 <\/p>\n

But I am also aware that in some cases our institutions are not adequately resourced \u2013 and I share the concern that the shortage of resources demands our immediate and abiding attention.<\/p>\n

 <\/p>\n

As we speak, UNRWA \u2013 a lifeline for over five million refugees in the region[1]<\/a>\u00a0\u2013 is in dire need grappling with a funding gap of 170 to 190 million US dollars just to maintain its core services through the end of this year.<\/p>\n

 <\/p>\n

We must aim for transformative solutions to ensure that the UN can continuously and seamlessly deliver its vital work. Otherwise, the most vulnerable in our societies will be left further behind.<\/p>\n

 <\/p>\n

Excellencies\u00a0<\/i>and Distinguished Delegates<\/i>,<\/i><\/p>\n

 <\/p>\n

It is equally crucial to ensure that the exploration and use of outer space remain peaceful, keeping the benefit of all humankind in mind.<\/p>\n

 <\/p>\n

As I also said to the First Committee this morning, sustainability must be part of our endeavours.<\/p>\n

 <\/p>\n

We can and must \u2013 together \u2013 also wage a resolute battle against misinformation and disinformation, while bridging the digital divide. Strategically, our efforts must also include a focus on women and girls\u2019 experiences online.<\/p>\n

 <\/p>\n

I cannot overstate the significance of empowering women in all decision-making processes.<\/p>\n

Women\u2019s voices must be amplified \u2013 affording them meaningful space and opportunities to shape the decisions that directly impact their lives and our societies at large.<\/p>\n

 <\/p>\n

Excellencies\u00a0<\/i>and Distinguished Delegates<\/i>,<\/i><\/p>\n

 <\/p>\n

As I conclude, let me stress that this year, the Committee for Programme and Coordination was not able to agree on 10 programmes, which the Main Committees should now consider.<\/p>\n

 <\/p>\n

As I also implored the First Committee this morning, I urge you \u2013 Madame Chair, and the Committee \u2013 to urgently examine the relevant open programmes and share your conclusions with the Fifth Committee as soon as possible, so that the latter can take your input into account.<\/p>\n

 <\/p>\n

At this pivotal juncture \u2013 characterized by multiple challenges \u2013 decisive action is an imperative.<\/p>\n

 <\/p>\n

The demand for tangible outcomes is more pressing than ever \u2013 and the onus is on us to deliver.<\/p>\n

 <\/p>\n

Let us not merely discuss issues; but act to make a positive difference in the lives of those who rely on us for a brighter and more secure future. These are the peoples \u2013 on whose name our organization was founded.<\/p>\n

 <\/p>\n

I therefore invite you all to engage in the work of the Fourth Committee with a genuine commitment to problem-solving and a rekindled confidence in the principles of multilateralism.<\/p>\n

 <\/p>\n

Together, let us unite our efforts and work towards the noble ideals of peace, prosperity, progress, and sustainability for all.<\/p>\n

the International Day for the Total Elimination of Nuclear Weapons<\/span><\/b><\/p>

Excellencies,<\/i><\/p>

Ladies and Gentlemen,<\/i><\/p>

I extend my heartfelt gratitude to all delegations for their active participation in this High-Level Meeting.<\/p>

Today, we have heard a resounding call for nuclear disarmament, a moral imperative that\u00a0cannot<\/b>\u00a0be ignored.<\/p>

We cannot let these horrendous weapons jeopardize life on our planet.<\/p>

I earnestly urge delegations and state leaders to wield their authority and expansive influence to resoundingly amplify the message of nuclear risk.<\/p>

Let us rally for decisive action in the pursuit of global peace and harmony.<\/p>

Let us commit to supporting every effort to transform nuclear disarmament into a reality.<\/p>

Together, we can secure a safer, more peaceful world for all, with all that this implies for global prosperity.<\/p>
