{"id":251384,"date":"2023-03-09T09:09:38","date_gmt":"2023-03-09T14:09:38","guid":{"rendered":"https:\/\/www.un.org\/pga\/77\/?p=251384"},"modified":"2023-03-15T09:13:18","modified_gmt":"2023-03-15T13:13:18","slug":"un-hears-calls-from-governments-business-and-survivors-for-tech-solutions-to-tackle-violence-against-women","status":"publish","type":"post","link":"https:\/\/www.un.org\/pga\/77\/2023\/03\/09\/un-hears-calls-from-governments-business-and-survivors-for-tech-solutions-to-tackle-violence-against-women\/","title":{"rendered":"UN hears calls from Governments, business and survivors for tech solutions to tackle violence against women"},"content":{"rendered":"<p><strong>09 March 2023<\/strong> \u2013 Technology is a double-edged sword and more solutions are needed to address violence and harassment in the digital age, the United Nations heard in a conversation led by the President of the General Assembly on harnessing technology\u2019s potential to end gender-based violence.<\/p>\n<p>The event \u2013 organized on yesterday\u2019s International Women\u2019s Day \u2013 heard from women from around the world who described being targets of online harassment and abuse, business leaders and advocates who described digital innovations to keep women and girls safe, and local leaders who highlighted support for survivors of gender-based violence.<\/p>\n<p>\u201cViolence is a crime, online and offline. And violence against women is a global epidemic,\u201d the President of the General Assembly, Csaba K\u0151r\u00f6si said.<\/p>\n<p>\u201cTransformation will happen anyway, but we have an opportunity to guide it, to make it sustainable and just, within societies, within groups and with gender equality at its center.\u201d<\/p>\n<p>The discussion on \u201cthe role of technology in addressing violence against women and girls\u201d was held on the sidelines of the Commission on the Status of Women, the key intergovernmental body dedicated to the promotion of gender equality and empowerment of women, whose priority theme this year is on innovation and technology.<\/p>\n<p>The Commission is expected to start negotiations on its outcome document today, and there is a push to include violence against women in the final wording.<\/p>\n<p>UN Women Executive Director Sima Sami Bahous noted that technology and innovation could close the gaps in reaching full equality for women much faster than the 286 years expected.<\/p>\n<p>But she added that Artificial Intelligence driving much of today\u2019s innovation is developed by men \u201cand women find themselves in the middle with no skills to design them, to develop them\u201d.<\/p>\n<p>\u201cEven when they go into STEM, most of them will fail, not because of their aptitude, but because they have been conditioned to think this is not their space,\u201d Ms. Bahous told the audience.<\/p>\n<p>Participants also heard personal stories from senior officials in the Pacific and the Middle East of targeted social media campaigns harassing them for having high-level positions in Government.<\/p>\n<p>According to a study released yesterday by UN Women and the Interparliamentary Union (IPU), only around 11.3 per cent of countries have women Heads of State and 9.8 per cent have women Heads of Government.<\/p>\n<p>While the number of parliamentarians is higher than ever before, there are wide global disparities with European Nordic countries on one side of the scale and rankings in the Middle East and North Africa region at the other.<\/p>\n<p>\u201cIf I had been in my country during that time, I would have been afraid of stepping outside my house,\u201d one woman Ambassador said, noting that she had been targeted at least three times in such a campaign.<\/p>\n<p>Another senior official said it took her months to recover from cyberbullying, during a time when some people committed suicide.<\/p>\n<p><em><strong>Support for Survivors of Domestic Violence<\/strong><\/em><\/p>\n<p>One of the main topics of discussion was domestic violence and support for survivors.<\/p>\n<p>According to figures cited during the conversation, one woman is killed by a family member every 11 minutes, and one in three will experience violence in her lifetime.<\/p>\n<p>Violence against women is often linked to stalking, according to Commissioner Cecile\u00a0Noel\u00a0from\u00a0the Mayor\u2019s Office to End Domestic Violence and Gender-Based Violence (<a href=\"https:\/\/eur02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.nyc.gov%2Fsite%2Focdv%2Findex.page&amp;data=05%7C01%7Ckubiakp%40un.org%7C3879673db0cb49b6e03f08db23e4d122%7C0f9e35db544f4f60bdcc5ea416e6dc70%7C0%7C0%7C638143237894633922%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=Ugg2s6QAJbpFgePI%2FG0ifO1OhpR7UAzuwtWzmBhHBHQ%3D&amp;reserved=0\">ENDGBV<\/a>), who also participated in the conversation at the UN.<\/p>\n<p>Commissioner Noel shared that her Office, in partnership with Cornell University and New York University\u2019s Clinic to End Tech Abuse (CETA), launched an app that can tell when malware has been installed on the woman\u2019s or her children\u2019s phone, to limit stalking.<\/p>\n<p>This innovation is being offered at New York City\u2019s Family Justice Centers, established to support survivors and their children in New York\u2019s five boroughs. President K\u0151r\u00f6si visited the Manhattan Center in late 2022, describing it as a place that made his \u201csoul fly\u201d to see the work done.<\/p>\n<p>The conversation included Ministers and other senior Government officials who highlighted national support to survivors, including through toll free numbers.<\/p>\n<p>\u201cWe cannot fight women to fight alone, we cannot leave the victims to fight alone,\u201d said Jeannette Bayisenge, Minister on Gender and Family Promotion in Rwanda<strong>.<\/strong><\/p>\n<p>Participating in the conversation were several representatives from the business sector.<\/p>\n<p>Among them Patricia Georgiou, Director of Policy, Partnerships and Business Development at Google\u2019s Jigsaw, who spoke about the harassment experienced by women journalists and activists.<\/p>\n<p>\u201cFor every voice we hear, there are countless others who have been erased, ultimately driving women off the internet. This leaves us all poorer economically, politically and culturally,\u201d Ms. Georgiou noted.<\/p>\n<p>She discussed the work that Google is doing to update it policies and algorithms to exclude revenge pornography, hate speech and violence \u2013 as well as the decision to publicly share its algorithms, and partnership with academia to fight misogyny. She also highlighted that half of their engineers were women.<\/p>\n<p><strong><em>Plea from Afghanistan\u00a0<\/em><\/strong><\/p>\n<p>Also on the technology side was Sara Wahedi who following a suicide explosion near her home in Kabul, created Ehtesab, a digital app that provides real-time emergency information to residents in Afghanistan.<\/p>\n<p>She shared a message from Sahar, a female engineer who is still in Afghanistan where the Taliban has forbidden millions of female students from attending secondary schools and universities, or working outside of the home.<\/p>\n<p>\u201cShe has no space to breath. She has the fundamental right, as I do, to pursue her education.
