7 December 2022<\/strong><\/b><\/p>\n \u00a0<\/b><\/p>\n Excellences,<\/span><\/p>\n Mesdames et Messieurs,<\/span><\/p>\n Chers Coll\u00e8gues,<\/span><\/p>\n \u00a0<\/span><\/p>\n Je suis ravi et honor\u00e9 d\u2019adresser aujourd\u2019hui cette auguste instance.<\/span><\/p>\n \u00a0<\/span><\/p>\n Plus de trois cent millions des constituants de l\u2019ONU sont Francophones. Et vous, les quatre-vingt-huit membres de l\u2019OIF, repr\u00e9sentez plus d\u2019un tiers de notre organisation.<\/span><\/p>\n \u00a0<\/span><\/p>\n Il est ind\u00e9niable que la langue Fran\u00e7aise est un vecteur de dialogue absolument phare du syst\u00e8me onusien.<\/span><\/p>\n \u00a0<\/span><\/p>\n Le multilinguisme repr\u00e9sente bien plus que la valorisation de la diversit\u00e9.<\/span><\/p>\n \u00a0<\/span><\/p>\n Le multilinguisme repr\u00e9sente\u00a0le dialogue des cultures<\/b>\u00a0et\u00a0la<\/b>\u00a0culture du dialogue<\/b>.<\/span><\/p>\n \u00a0<\/span><\/p>\n La Francophonie \u0153uvre \u00e0 promouvoir l\u2019\u00e9change entre cultures et civilisations, le rapprochement des peuples par leur connaissance mutuelle et le partage de valeurs universelles.\u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n Ces liens que forge la Francophonie servent notre cause commune :<\/span><\/p>\n \u00a0<\/span><\/p>\n Paix. Solidarit\u00e9. Coop\u00e9ration. Et d\u00e9veloppement durable.<\/span><\/p>\n \u00a0<\/span><\/p>\n La voix de la Francophonie est, au sein de notre organisation, bien plus qu\u2019un atout \u2013 c\u2019est\u00a0une force<\/b>.<\/span><\/p>\n \u00a0<\/span><\/p>\n Je m\u2019engage aujourd\u2019hui, en ma capacit\u00e9 de Pr\u00e9sident de l\u2019Assembl\u00e9e G\u00e9n\u00e9rale, d\u2019agir comme vecteur du multilat\u00e9ralisme, du multilinguisme, et du multiculturalisme, et de\u00a0toutes les valeurs<\/b>\u00a0intrins\u00e8ques \u00e0 la Francophonie.<\/span><\/p>\n \u00a0<\/span><\/p>\n Mesdames et Messieurs,<\/span><\/p>\n \u00a0<\/span><\/p>\n Comme vous le savez, la soixante-dix-septi\u00e8me session fut entam\u00e9e, avec vigueur, dans un monde caract\u00e9ris\u00e9 par des\u00a0divisions g\u00e9opolitiques<\/b>\u00a0croissantes et une incertitude manifeste.<\/span><\/p>\n \u00a0<\/span><\/p>\n Les d\u00e9fis auxquels nous faisons face sont en actuellement\u00a0en cascade d\u00e9chain\u00e9e<\/b>.\u00a0 Nous nous trouvons \u00e0 un\u00a0tournant d\u00e9cisif<\/b>.<\/span><\/p>\n \u00a0<\/span><\/p>\n Ces d\u00e9fis se conjuguent et se renforcent mutuellement \u2013 et\u00a0l\u2019attention mondiale est tourn\u00e9e vers l\u2019ONU.<\/span><\/p>\n \u00a0<\/span><\/p>\n En tant que Pr\u00e9sident, mon ambition est d\u2019identifier un nombre de solutions interconnect\u00e9es, ancr\u00e9es dans\u00a0le savoir scientifique<\/b>, pour r\u00e9pondre aux d\u00e9fis globaux.<\/span><\/p>\n \u00a0<\/span><\/p>\n Dans le futur proche, quelques opportunit\u00e9s se pr\u00e9senterons lors desquelles nous pourrons concr\u00e9tiser nos objectifs.<\/span><\/p>\n \u00a0<\/span><\/p>\n Je pense par exemple \u00e0 la r\u00e9union de haut-niveau pour examiner le Cadre d\u2019action de\u00a0Sendai<\/b>\u00a0et a la conf\u00e9rence sur l\u2019eau qui aura lieu en 2023.<\/span><\/p>\n \u00a0<\/span><\/p>\n Ce n\u2019est qu\u2019en travaillant ensemble sur les sujets qui nous tiennent \u00e0 c\u0153ur que nous avancerons sur ce qui nous retient.<\/span><\/p>\n \u00a0<\/span><\/p>\n Je suis impatient de mettre en \u0153uvre de v\u00e9ritables dialogues entre nous et\u00a0d\u2019identifier les avenues concr\u00e8tes<\/b>\u00a0pour appuyer le travail de\u00a0l’Assembl\u00e9e G\u00e9n\u00e9rale.<\/span><\/p>\n \u00a0<\/span><\/p>\n Permettez-moi de conclure mes remarques en reprenant les mots de l\u2019honorable\u00a0Ka\u00efs Sa\u00efed, President de la R\u00e9publique Tunisienne, lors de la cl\u00f4ture du 18e Sommet de la Francophonie \u00e0 Djerba :<\/span><\/p>\n \u00a0<\/span><\/p>\n \u00ab\u00a0il ne s\u2019agit pas ici de confronter les pronoms possessifs mais de mettre l\u2019accent sur un seul\u00a0: le n\u00f4tre<\/b>.\u00bb Ensemble, construisons\u00a0n\u00f4tre<\/b>\u00a0avenir.\u00a0\u00bb<\/span><\/p>\n \u00a0<\/span><\/p>\n Je vous remercie.<\/span><\/p>\n [\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":" 7 December 2022 \u00a0 Excellences, Mesdames et Messieurs, Chers Coll\u00e8gues, \u00a0 Je suis ravi et honor\u00e9 d\u2019adresser aujourd\u2019hui cette auguste instance. \u00a0 Plus de trois cent millions des constituants de […]<\/p>\n","protected":false},"author":361,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"on","_et_pb_old_content":" 10 November 2022<\/strong><\/b><\/p>\r\n Excellencies, Ladies and Gentlemen,<\/p>\r\n Afghanistan is in crisis. It is in many crises.<\/p>\r\n It has been 15 months since the Taliban consolidated control over the country.<\/span><\/p>\r\n Its economy is in ruins. The humanitarian situation is disastrous.<\/span><\/p>\r\n \u00a0<\/span>Two-thirds of the population is hungry.\u00a0<\/span>\u00a0<\/span><\/p>\r\n \u00a0<\/span>Girls and women are banned from learning, having a job or getting proper medical care.\u00a0<\/span>\u00a0<\/span><\/p>\r\n The country is awash with heroin and opium.<\/span><\/p>\r\n Organized crime and terrorist organizations are thriving once again.<\/span><\/p>\r\n Afghanistan is facing complex and interlinked challenges that the Taliban have shown they cannot \u2013 or would not \u2013 solve.<\/u><\/span><\/p>\r\n It is time to support the Afghan people with concrete solutions that place their needs front and center.<\/p>\r\n It is true that some problems will require some time to resolve.<\/p>\r\n But there are actions the Assembly can take to change the paradigm now.<\/p>\r\n I would like you to consider one solution through solidarity.<\/p>\r\n The UN humanitarian appeal for Afghanistan \u2013 which requires $4.4 billion US dollars \u2013 is only half funded.<\/p>\r\n With winter weather just weeks away, I encourage Member States to provide urgent support to help reduce the $2.3 billion dollar shortfall.<\/p>\r\n Let\u2019s remind ourselves of the old saying from Afghanistan: \u201cA real friend is one who takes the hand of his friend in times of distress and helplessness.\u201d<\/p>\r\n Excellencies,<\/p>\r\n Afghanistan has a rich history of scientific achievement.<\/p>\r\n I encourage the country\u2019s reengagement with the international science community.<\/p>\r\n And\u00a0to allow women who used to be respected members of the country\u2019s science community to resume their research and their studies.<\/span>\u00a0<\/span><\/p>\r\n \u00a0<\/span>Afghanistan is now the only state in the world that would deny girls their full right to education.<\/p>\r\n The prospect of girls\u2019 education has been left to uncertainty amid seemingly random edicts from the Taliban.<\/p>\r\n This time last year, Fawzia Koofi, the first woman Deputy Speaker of the Afghan Parliament, recalled her dream of one day addressing the UN as the President of Afghanistan.<\/p>\r\n She said:\u00a0\u201cWith me, millions of girls and women in Afghanistan had this dream that now they think will never come true.\u201d<\/p>\r\n Dreams of becoming President have been replaced by the reality of child marriage. Arrests if women and girls leave their home without a male chaperone.<\/p>\r\n I reiterate my call for the protection of fundamental rights and freedoms of all Afghans, especially women and girls.<\/p>\r\n Similarly, I urge the Taliban to ensure the safety of all Afghans, regardless of gender, ethnic background, religious belief or political affiliation.<\/p>\r\n To protect journalists and civil society members.<\/p>\r\n To allow unhindered humanitarian aid, and to cooperate with humanitarian workers.<\/p>\r\n We expect the Taliban to make good on the commitments they made to the international community.\u00a0To show honesty through\u00a0concrete action.<\/p>\r\n Excellencies,<\/p>\r\n The dramatic changes of 2021 have taken a massive toll on Afghanistan\u2019s economy and profoundly widened many security risks.<\/p>\r\n
