Excellencies,<\/p>\n

Ladies and gentlemen,<\/p>\n

Thank you for the opportunity to contribute to this year\u2019s 60th<\/sup> session of the Commission for Social Development.<\/p>\n

As we begin our third year of the global pandemic, we do so with both frustration at the rise of the omicron variant, as well as hope that the end we so desperately seek is approaching.<\/p>\n

It is this end that we must address today.<\/p>\n

What does our world look like in the post-COVID era? What lessons have we learned from our responses?<\/p>\n

To be clear, COVID-19 has posed a significant setback to sustainable development: 600 million people are close to extreme poverty and 3 billion people cannot afford a healthy diet. These are startling numbers.<\/p>\n

Yet, at the same time, the level of response and the impact of the recovery measures put in place offer signs of encouragement.<\/p>\n

Social protection measures have skyrocketed in the last two years. And while implementation has been deeply uneven across the world, particularly between developed and developing countries, the efforts made demonstrate that social safety nets do work and could have huge impacts on the lives and livelihoods of the people we serve.<\/p>\n

Excellencies,<\/p>\n

We must see the COVID-19 pandemic as both crisis and opportunity. In building back better, we must embrace the goals and targets of the Sustainable Development Goals to ensure we do not simply recreate the systems and institutions we had before \u2013 that we enshrine resilience and sustainability in everything we do.<\/p>\n

This requires us to be bold and ambitious in our intentions, and generous in our actions.<\/p>\n

First, we must invest in and share technologies, resources, and capacities to ensure that our recovery efforts reach all people, in all countries, particularly those in special situations, such as LDCs, LLDCs, and SIDS.<\/p>\n

Second, we must prioritize universal access to basic services and infrastructure, especially around education, nutrition, and healthcare. These are basic human rights and far too many have had to suffer needlessly during the pandemic.<\/p>\n

The recovery period must ensure that no one is left behind. This will allow for an inclusive and equitable recovery that empowers all people, including women and girls, young people, the elderly, and persons living with disabilities.<\/p>\n

Third, we must invest in training and education, particularly green skilling. COVID-19 is one crisis, but others await; we cannot ignore the risks of climate change or other crises.<\/p>\n

Investing in a green and blue recovery will allow for an economic rebound that strengthens the workforce, builds resilience, mitigates carbon emissions, protects our ecosystems, and invests in new sectors and industries.<\/p>\n

Fourth, we must work quickly to close the gaps that have been so clearly exposed. After two years we have the data on who has been left furthest behind; we know how these groups have suffered and why.<\/p>\n

Going forward, we must invest in universal social protection systems. This will ensure that future crises are well prepared for, and that all people can access comprehensive social support systems that guarantee a basic level of social security. \u00a0<\/p>\n

We must also acknowledge that members of our communities have felt the pandemic most acutely. This includes women and girls who have lived through a \u2018shadow pandemic\u2019 of increased domestic violence, coupled with reduced access to social protection measures. The post-COVID recovery period must recognize these gaps and ensure that social protection, and access to all services, is gender sensitive.<\/p>\n

Dear friends,<\/p>\n

History is replete with turning points \u2013 many of which have been borne out of periods far darker than we would like to admit.<\/p>\n

History will undoubtedly remember the pandemic for its loss and for its tragedies. And we will mourn and grieve as we should.<\/p>\n

But let us also ensure that history remembers the pandemic as its own turning point; as the moment when humanity embraced a better future, pivoted to sustainability, abandoned tired excuses, and pursued a path that empowered all people, that protected our planet, that built prosperity, and that left a new generation with hope.<\/p>\n

Excellencies, colleagues,<\/p>

I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p>

Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p>

A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75th<\/sup> and 76th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the UN and diplomatic communities. Her presence is certainly felt here today.<\/p>

Colleagues,<\/p>

When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p>

In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28th<\/sup> last year.<\/p>

Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p>

I made sure that the composition of my office is gender-balanced.<\/p>

I have committed to participating only in panels that have equal gender representation.<\/p>

Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p>

And I am proud to inform you that five young women have been recruited into the Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p>

Colleagues,<\/p>

While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p>

Our work continues.<\/p>

We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p>

And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p>

Now is not the time to rest on our laurels.<\/p>

With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p>

There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p>

As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p>

As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p>

Colleagues,<\/p>

Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p>

As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p>

Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p>

We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p>

I look forward to working alongside all of you to achieve our vision of a gender-equal world.<\/p>
