Excellencies,\u00a0<\/p>\n

Ladies and Gentlemen,\u00a0<\/p>\n

I thank the Group of Landlocked Developing Countries for convening this side-event in the margins of the\u202fHigh-Level\u202fPolitical Forum,\u202fat this extraordinary and trying time caused by the COVID-19 pandemic.\u00a0\u00a0<\/p>\n

This new reality brings to the front burner the urgency for action on the question of landlocked states in the global agenda.\u202f\u202f\u00a0<\/p>\n

It is inspiring to see that the pandemic\u202fhas not deterred your quest to see achievement\u202fof the Vienna Program of Action for\u00a0Landlocked\u00a0Developing Countries and in that\u202fregard,\u202fI welcome\u202fthe Roadmap to accelerate its implementation.\u202f\u202f\u00a0<\/p>\n

Excellencies,\u00a0<\/p>\n

The Roadmap is a concrete follow up from the Midterm Review\u202fthat I had the\u00a0honor\u00a0to convene\u202fin December 2019,\u202fin which\u202fwe adopted a political declaration\u202fthat\u202f aligned the objectives of the Vienna Programme of Action with the Sustainable Development Goals.\u202f\u202f\u00a0<\/p>\n

During my presidency of the 74th\u202fsession of the General Assembly,\u202fthe SDGs\u202fhave remained the hallmark of my priorities in four cardinal areas:\u202fpoverty eradication\u00a0and zero hunger,\u202fquality education,\u00a0climate action and\u00a0inclusion.\u00a0<\/p>\n

As the 74th\u202fsession draws to a close, my conviction on the achievement of the SDGs by every country\u00a0is even firmer. We should not allow\u202fthe\u202fpandemic or\u202fany other\u202fobstacle to impede our resolve to see concrete actions in all Member States.\u202f\u00a0<\/p>\n

Excellencies,\u202f\u202f\u00a0<\/p>\n

LLDCs have progressively improved in their human development index between 2014 and 2018 by 1.5%.\u202f\u00a0\u00a0<\/p>\n

Some trade corridors have already achieved the target of the Vienna Program of Action\u202fand\u202fparticipation in regional trade agreements have continued to increase in all regions since 2014.\u202f\u202f\u00a0<\/p>\n

In this regard, I must commend your governments and other partners\u202ffor providing stimulus packages\u202fin spite of\u202fyour pre-existing challenges even before COVID-19.\u202f\u202f\u00a0<\/p>\n

We must seize the momentum from the Midterm Review and take steps to accelerate the implementation of the Vienna Program of Action with the support from the United Nations system, including its regional commissions. The Roadmap is a valuable tool to guide the work of the UN family and other stakeholders with concrete proposals for action.\u202f\u202f\u00a0<\/p>\n

Excellencies,\u202f\u00a0<\/p>\n

Despite the grim scenario\u202fcaused by COVID-19,\u202fwe must not relent in our pursuit of a better world for all persons. In this regard, I add my voice to yours by calling for\u202fincreased\u202fprogress in the Vienna Program\u00a0of\u00a0Action.\u00a0\u00a0<\/p>\n

The reality of the pandemic invites us to build a more inclusive,\u00a0sustainable\u00a0and resilient future. It is high time we began to take decisive local action regarding the global transition to the green and blue economy.\u202f\u202f\u00a0<\/p>\n

As we\u202ftake the first steps in\u202fthe Decade of Action and Delivery to implement the SDGs, I urge all governments to refocus on the 2030 Agenda for Sustainable Development and utilize their national SDG implementation plans as part of this roadmap for the Vienna Program of Action.\u202f\u202f\u00a0<\/p>\n

We\u202fare called\u202fto invest in infrastructure to ensure that everyone,\u00a0has the opportunity to\u202fattain\u202ftheir\u202ffull\u202fpotential in a\u202fchanging\u202fdigital world.\u202f\u202f\u00a0<\/p>\n

We cannot allow the digital divide to deepen.\u202fIn this decade we must not fail in laying the foundation for all nations to prosper.\u202f\u202f\u00a0<\/p>\n

As such, policy responses must be inclusive and targeted at making the lives of the most vulnerable groups, particularly\u202fwomen, youth, the\u00a0elderly\u00a0and\u00a0persons living with disabilities,\u202fbetter.\u202f\u00a0<\/p>\n

We should continue to utilize multilateral\u00a0fora and\u00a0platforms to build consensus that will make this program effective.\u202f\u202f\u00a0<\/p>\n

We should harness regional dialogues both within and outside the UN.\u202f\u202f\u00a0<\/p>\n

Such cooperation, Excellencies,\u00a0underscores the importance of partnerships\u202fin order to achieve the Vienna Program of Action. These have proven invaluable in combating illicit financial flows and its propensity to facilitate crime and unproductive uses.\u202f\u202f\u00a0<\/p>\n

As the United Nations marks its\u202f75th\u202fanniversary this year, we must recommit to its core values, and remember who it is that we serve.\u202f\u00a0<\/p>\n

Excellencies,\u202f\u00a0<\/p>\n

While you deliberate on the Vienna Program of Action\u202fand its Roadmap, bear in mind that there are billions of individuals, with hopes and fears and aspirations, who depend on the choices we make.\u202f\u00a0<\/p>\n

I thank you all for inviting me to this side event. I urge that, although the road before us is laden with challenges, we must not waiver, or surrender to cynicism on the accelerated implementation of the Vienna Program of Action.\u202f\u202f\u00a0<\/p>\n
