It is an honour to speak at this high-level virtual event. I thank the organizers, in particular the distinguished Minister for Foreign Affairs of Singapore, Chair of the Forum of Small States, and Mrs. Mary Robinson, Chair of The Elders.<\/p>\n

Nelson Mandela established The Elders with a vision of a world where people live in peace. I thank you for your commitment to sustainable solutions to uphold peace, justice and human rights; and your commitment to intergenerational dialogue which amplifies the voices of those furthest behind.<\/p>\n

Excellencies,<\/p>\n

The majority of the United Nations membership is comprised of small states, the world cannot progress without you. The Forum of Small States has been a driving force for consensus-building and progress in all areas of our work in the General Assembly. For although you may be considered small in landmass or population, or both, you are far from small when it comes to the assumption of responsibility, integrity and ambition.<\/p>\n

I note your successful advocacy for the creation of the Arms Trade Treaty, the UN Convention on the Law of the Sea, and the International Criminal Court. In addition, your leadership and unique perspective has resulted in the successful facilitation of the 2030 Agenda for Sustainable Development. Furthermore, Small Island Developing States have galvanized multilateral climate action in order to mitigate the existential threat of rising sea levels.<\/p>\n

Excellencies,<\/p>\n

The General Assembly is based upon equality: equality of voice and vote. We will not have a General Assembly that excludes. Indeed, the fabric of multilateralism is greatly enhanced by the rich diversity of small states.<\/p>\n

There is much to be learned from \u2018small state sensibilities\u2019. Small states operate strategically on the multilateral stage by investing in their foreign service to ensure agile diplomats who often play the role of bridge-builders in intergovernmental fora. Small states are standard bearers for a rules-based order, with an unwavering commitment to international law whilst practicing openness and flexibility.<\/p>\n

When Member States disagree, we must always seek positive pathways to help build understanding and reach a compromise whenever possible. When a crisis arises, we should call on all parties to fully abide by international law by showing restraint and avoiding any acts that could worsen the conflict situation.\u00a0 \u00a0 \u00a0<\/p>\n

We must remind each other than the Charter of the United Nations began with,<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u201cWe the peoples\u2026\u201d<\/p>\n

For effective governance to work, we need a more inclusive multilateralism guided by the rights of individuals.<\/p>\n

The General Debate held last September was a remarkable demonstration of the relevance of the General Assembly and the UN. Many world leaders spoke about the need to uphold multilateralism and support joint actions to address global issues and challenges, such as sustainable development, climate change and peace and security. However, there is much work to do to ensure inclusion. I was not pleased to note that only 16 of the 195 speakers who addressed the General Debate were women. We need to re-double our efforts to speed up the process of including women, not only in decision-making structures, but also in the list of speakers billed to address high-level fora.<\/p>\n

Inclusion has been the foundation of our efforts towards peace and security, development and human rights over the past 75 years. Now is the time to work harder to ensure that the composition of the United Nations reflects the people we serve.<\/p>\n

Excellencies,<\/p>\n

The United Nations embodies the principle of collective security. In its origin, the notion of collective security entailed an agreement among states that they would never use war in their international relations, and they would also commit themselves to restraint and act collectively against aggressions.<\/p>\n

The primary role of the Security Council in peace and security does not mean other UN organs have no role. On the contrary, as the most democratic and representative body of the United Nations, the General Assembly is in some respects, the \u201cParliament of Humanity\u201d. By working together, we have avoided and ended conflicts around the world. We have evaded the devastation of another major world conflict and contributed to the peaceful settlement of disputes through mediation, conflict prevention, and peacekeeping.<\/p>\n

However, the harsh reality of world politics is complex and it is becoming increasingly polarized, facing multiple crises. Geopolitical tensions and conflicts continue to affect different parts of the world. Similarly, terrorism persists and knows no borders or nationalities. Great challenges lie ahead for humanity as technological advancements in warfare increase the risk of destruction.<\/p>\n

As we struggle to fight the COVID-19 pandemic, I echo the UN Secretary-General\u2019s call for a global ceasefire. Combatting the virus is both a collective endeavour and a shared responsibility.\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n

I avail my solidarity with Member States who are fighting COVID-19, and extend my sincere condolences to those who have lost loved ones. I acknowledge the vital role of the World Health Organisation, which has provided the global community with reliable information and guidance since the beginning of this pandemic.<\/p>\n

COVID-19 is deepening pre-existing inequalities within and among nations; putting immense strain on tenuous systems and plunging those in the most precarious situations deeper into poverty and hunger. \u00a0\u00a0\u00a0\u00a0<\/p>\n

This global pandemic occurs as we embark upon the Decade of Action and Delivery to implement the SDGs. In 2015, Excellencies, we promised to leave no one behind and we cannot renegue upon that promise now. To do so would be to threaten the maintenance of international peace and security.<\/p>\n

We must remain steadfast in our commitment to implement the 2030 Agenda and the Addis-Ababa Action Agenda on financing for development in the midst of an unprecedented socio-economic fallout. I trust that the urgency of the situation will ensure that we re-commit to working in harmony to create a better world.<\/p>\n

Excellencies,<\/p>\n

There are many lessons to be learned from the ongoing pandemic. After we defeat COVID-19, we will be in a position to assess the overall performance of the United Nations to prevent future shocks and make sure that our Organization continues to focus on the people, especially those furthest behind. As we build back better, we need to reshape what the \u2018new normal\u2019 looks like.<\/p>\n

As the United Nations turns 75 years old, the world needs an inclusive multilateralism fully engaged with all stakeholders. The people in whose name we work, deserve a revitalized UN which is fit for purpose. We need to be results-focused, action-orientated, and less bureaucratic in nature. We can only achieve this with unity of purpose and collective action. For that, we need the continued support of small states.<\/p>\n

Together, we can create a better world for all, if we forge agreements to shape global trends well in advance, including technological innovation and efforts to protect the environment.<\/p>\n

It is imperative for all Member States to adhere to the purposes and principles of the UN Charter, strengthen the international legal order and maintain international cooperation.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n

At the signing of the Charter of the United Nations, only one in seven Members States were small states. Today, you represent the majority in the parliament of humanity. I trust that small states will continue to be a voice of reason and moderation and help us restore hope within the framework of the UN Charter and international law.<\/p>\n

I hope that today\u2019s conversation, Excellencies, will continue beyond this virtual event. I remind you that it is only by striving together, that we can deliver for all.<\/p>\n

It is an honour to speak at this high-level virtual event. I thank the organizers, in particular the distinguished Minister for Foreign Affairs of Singapore, Chair of the Forum of Small States, and Mrs. Mary Robinson, Chair of The Elders.<\/p>

Nelson Mandela established The Elders with a vision of a world where people live in peace. I thank you for your commitment to sustainable solutions to uphold peace, justice and human rights; and your commitment to intergenerational dialogue which amplifies the voices of those furthest behind.<\/p>

Excellencies,<\/p>

The majority of the United Nations membership is comprised of small states, the world cannot progress without you. The Forum of Small States has been a driving force for consensus-building and progress in all areas of our work in the General Assembly. For although you may be considered small in landmass or population, or both, you are far from small when it comes to the assumption of responsibility, integrity and ambition.<\/p>

I note your successful advocacy for the creation of the Arms Trade Treaty, the UN Convention on the Law of the Sea, and the International Criminal Court. In addition, your leadership and unique perspective has resulted in the successful facilitation of the 2030 Agenda for Sustainable Development. Furthermore, Small Island Developing States have galvanized multilateral climate action in order to mitigate the existential threat of rising sea levels.<\/p>

Inclusion has been the foundation of our efforts towards peace and security, development and human rights over the past 75 years. Now is the time to work harder to ensure that the composition of the United Nations reflects the people we serve.<\/strong><\/p>

Excellencies, we now begin a new Session of intense activity.<\/p>

Preparations are being finalized for the Nelson Mandela Peace Summit on 24 September, the high-level plenary event on global peace in honour of the centenary of Madiba\u2019s birth. This event provides all States with the historic opportunity to present their views on how to prevent conflicts, and provides a renewed boost to build more peaceful and resilient societies.<\/p>

The first day of nine days of the high-level General Debate by world leaders begins on 25 September. Although there are hundreds of side events scheduled during the General Debate, I encourage your delegations to be represented in the General Assembly hall as our Heads of State and Government deliver their addresses during the plenary.<\/p>

On 26 September, the Assembly will hold a high-level meeting on the fight against tuberculosis as part of the programme around the Sustainable Development Goals.<\/p>

And on 27 September, the Assembly holds its third high-level comprehensive review of the progress on the prevention and control of non-communicable diseases.<\/p>

As we proceed, I will continue the practice of holding monthly meetings with the Presidents of the Security Council and of the Economic and Social Council, as well as the periodic coordination meetings with the Secretary-General.<\/p>

Another priority of this session, without a doubt, will be the monitoring and evaluation of the progress made towards achieving the Sustainable Development Goals. I want to assure you that I will encourage all actions within my reach to ensure that this Assembly plays a key role to advance in the achievement of these Goals and their Targets. We must start the preparations for the Assembly\u2019s High-level Political Forum during its 74th<\/sup> Session in close coordination with the Economic and Social Council.<\/p>

I will continue the hard work that has taken place to improve synergies within the United Nations system, in support of social and economic development, human rights, humanitarian aid, disarmament, peacekeeping and peacebuilding, as well as sufficient financing for the work of the Organization.<\/p>

It is evident that the Security Council must adapt to new political realities. During my tenure, I will offer all my support to the Security Council reform process, in tune with the times and the pace that you, the Member States, will determine. This is a Member-State-driven process and my role will be to accompany States in this journey.<\/p>

The theme and broad concepts that I hope will inspire the work of the 73rd<\/sup> General Assembly are:<\/p>

Making the United Nations relevant to all people:<\/em><\/p>

Global leadership and shared responsibilities for peaceful, equitable and sustainable societies<\/em><\/p>

In this regard, there are seven priority issues that I would like to share with you that, in consultation with Member States, I have identified to underscore the theme of this session:<\/p>

  1. To promote our goal of gender equality, we will press for the empowerment of women and girls, keeping in mind the important role of men and boys, making it clear that life is better for all of us when all people have equal access to economic, social and political life in our societies.<\/li>
  2. We will focus on the promotion and implementation of the new global compacts on migration and refugees to better manage the flow of tens of millions of migrants and refugees now requiring assistance and protection.<\/li>
  3. We wish to highlight innovative thinking around the future of work, especially assuring decent work for young people as they join the workforce.<\/li>
  4. The Assembly should continue to promote efforts to protect our environment and raise government and public awareness of international commitments to our planet. In particular, I would like to highlight the problem of plastics pollution as a pervasive environmental hazard, affecting the health and well-being of people around the world.<\/li>
  5. The General Assembly should continue to raise awareness around issues relating to persons with disability and deepen political and social commitment to this underserved population which represents the world\u2019s largest minority.<\/li>
  6. The United Nations is in the midst of a reform process that is crucial to ensuring its effectiveness, credibility and relevance in an increasingly troubled world. I will focus on three areas to implement the reform of the UN system. First, we will work to advance the process of revitalization of the General Assembly. Second, we must optimize our working methods to strengthen our decision making as the principal organ of the UN system. Third, we will continue to provide support for the reform process of the Security Council, in keeping with decisions taken by Member States.<\/li>
  7. The Assembly must become the principal organ of the UN for the promotion of peace. Through dialogue and understanding, we must explore the increasing opportunities available to enhance human security, particularly in light of the emphasis being placed on prevention to stem potential conflict and violence. We must also highlight that investing in young people and involving them in the issues peace and security are central to our support for the agenda for Sustainable Development. I intend to facilitate this dialogue throughout my presidency.<\/li><\/ol>

    I wish to assure you that I will support and lead, with the participation of all the Member States, the high-level meetings and conferences on global health; climate change; South-South cooperation; the relationship between migration and development; cooperation in the fight against illicit financial flows, among other topics. My interest will be to ensure that these deliberations reach useful and concrete recommendations.<\/p>

    I am also prepared to facilitate quick and effective responses of the General Assembly to emergency situations as they arise.\u00a0 And, unfortunately, they will arise.<\/p>

    My presidency will strive to bring the United Nations closer to the people, through effective, dynamic and meaningful communication that has relevance to the public, and which strengthens their sense of ownership and support for this Organization.<\/p>

    I will uphold your good practices, organizing the Office of the President of the General Assembly, ensuring its geographical representation, gender parity, and total transparency in its administrative and financial management.<\/p>

    Finally, let me assure you that I will observe, with absolute responsibility, the Code of Ethics for the President of the General Assembly, and I will abide strictly by the precepts of the Charter of the United Nations and the Rules of Procedure of this General Assembly.<\/p>

    So let us proceed together, building a world more equal and free, more sustainable and respectful of nature, and more inclusive and supportive. I thank you for your support and your confidence.<\/p>
