Emanuel Tilman currently serves in the Office of the 74th Session of the President of the General Assembly. Emanuel is a member of the UN Reforms, Budget and Legal Affairs Team, covering issues of the Fifth Committee. He was also a member of the Social and Humanitarian Team, until Mid-December 2019.

Prior to his secondment to the Office of the President of the General Assembly of the 74th session, he was Counsellor at the Permanent Mission of Timor-Leste, tasked with covering issues of alignment of the agendas of the General Assembly, ECOSOC, and their subsidiary bodies in light of the adoption of the 2030 Agenda for Sustainable Development.

Emanuel is a Timorese career Foreign Service Officer and over the course of his career at the Ministry of Foreign Affairs and Cooperation of Timor-Leste, he had assumed several posts, including Assistant Policy Officer (2001 – 2005), Chief of the Social Communication Department (2014 – 2016) and Director for American and Caribbean Affairs (2016 – 2018).

Emanuel holds a B.A. in Political Science and minoring in Peace Studies from the University of Hawaii at Manoa.
