In accordance with GA resolution 71/287 on the “Modalities, format and organization of the high-level meeting of the General Assembly on the appraisal of the United Nations Global Plan of Action to Combat Trafficking in Persons”, a High-Level Meeting of the plenary of the General Assembly will be convened on 27 – 28 September 2017 to appraise progress achieved in the implementation of the Global Plan of Action to Combat Trafficking in Persons (Resolution 64/293), in order to assess achievements, gaps and challenges, including in the implementation of the relevant legal instruments.

FORMAT

The high-level meeting of the General Assembly on the appraisal of the United Nations Global Plan of Action to Combat Trafficking in Persons will be held on Wednesday, 27 September, and Thursday, 28 September 2017, and will consist of an opening plenary meeting on 27 September, plenary meetings on 27 and 28 September, and a closing plenary meeting after the list of speakers has been exhausted. Additionally, there will be two consecutive interactive panel discussions on 27 September in the afternoon.

OBJECTIVE

The objective of the high-level meeting is to appraise on a four-year basis starting this session, the progress achieved in the implementation of the Global Plan of Action, in order to assess achievements, gaps and challenges, including in the implementation of the relevant legal instruments, and therefore decided to convene, within existing resources, a high-level meeting of the General Assembly at its 72nd session, in October 2017, immediately after the general debate,

PARTICIPATION

Member States, Observers and UN System

The list of speakers of Member States and all observers of the General Assembly will be established in accordance with the rules of procedure and established practices of the Assembly and the time limits for these statements will be 3 minutes for individual delegations and 5 minutes for statements made on behalf of a group of States.

All relevant United Nations system entities, in particular the Inter-Agency Coordination Group against Trafficking in Persons, including programmes, funds, specialized agencies and regional commissions, as well as relevant intergovernmental, regional and subregional organizations, are invited to participate in the high-level meeting.

In order to promote interactive and substantive discussions, participation in each panel discussion will include Member States, observers, representatives of United Nations organizations and entities, and representatives of international, regional and subregional organizations, as well as of civil society, including non-governmental organizations, academic institutions, the private sector and the media.

The list of speakers will be established in accordance with the rules of procedure and established practices of the Assembly and the time limit for these statements will be three minutes for individual delegations and five minutes for statements made on behalf of a group of States.

Member States and all observers of the General Assembly are invited to be represented at the highest possible level.

Civil Society

At the request of the Office of the President of the General Assembly, the UN-NGLS NY office is facilitating a process to identify stakeholders wishing to speak in either of the two panel discussions of the High-level Meeting, and stakeholders wishing to attend this event as observers.
