The International Telecommunication Union (ITU) provides fellowships to representatives from member States to attend the Telecommunication Development Advisory Group (TDAG) meetings. The TDAG meets annually to advise the Director of the Telecommunication Development Bureau (BDT) on the implementation of the Action Plan of the World Telecommunication Development Conference (WTDC), which is held every four years.
Within limits of the available budget, fellowships are granted to delegates from LDCs as well as from developing countries with a GDP per capita less than US$2,000, while priority given to the LDCs.
After graduation (“smooth transition” provisions):
Within the limits given by the budget allocated for the meetings, ITU allows a grace period (for an undetermined length of time) for countries which newly graduated from the LDC category. Cape Verde (graduated in 2007) and Maldives (graduated in January 2011) continued to receive the fellowships after graduation.
