Consultations with IDPs and Host Communities

The voices of IDPs and host communities have been critical to the Panel's work.


At the start of the Panel process in February 2020, the Panel planned a series of visits to displacement-affected countries to hear from IDPs and host communities. Unfortunately, the COVID-19 pandemic forced the Panel to put these travel plans on indefinite hold. Given the criticality of hearing from affected communities, however, the Panel decided to partner with organizations on the ground to carry out consultations on its behalf.

Five UN Agencies and 32 NGOs supported this process in 22 countries across the world, and the Panel is immensely grateful for their support.

The consultations took place in 22 countries: Afghanistan, Bangladesh, Burkina Faso, Cameroon, Central African Republic, Colombia, Democratic Republic of Congo, El Salvador, Ethiopia, Guatemala, Honduras, Indonesia, Iraq, Libya, Mozambique, Nigeria, Philippines, Somalia, South Sudan, Sudan, Syria, Uganda, Ukraine, Yemen

The Panel sought to hear from IDPs displaced by conflict, other types of violence, and disasters, and IDPs in all regions of the world. Partners were asked to ensure that people across all ages, genders and diversities had a chance to express their views, as well as members of the host communities. The Secretariat provided a series of themes and guiding questions to partners that could be adapted to the different contexts on the ground.

Summary of Key Trends


This document provides a summary of the consultation results from the 22 countries that had submitted reports by mid November 2020. To protect the IDPs and host community members who shared their views in confidence, raw data or transcripts are not published even where anonymized. Reports are shared only if explicit permission has been received from the partners on the ground who authored the publications.

On June 2, 2021, Panel member Pauline Riak met with formerly displaced South Sudanese women in a consultation co-organized by the International Committee of the Red Cross (ICRC) and the Secretariat of the Panel in Rumbek, South Sudan.
