In 2009, an El Niño event highlighted the interconnected nature of vulnerabilities affecting the lives and livelihoods of people in the Dry Corridor. To better anticipate these and future crises, the programme simultaneously strengthened the capacities of the Government and communities to develop locally tailored risk management plans, implement early warning mechanisms, and improve the resilience of those most vulnerable.
