In an effort to promote a more holistic response, the programme provided concrete and sustainable benefits to people and communities through a bottom-up empowerment and top-down protection framework by focusing on economic and social development, health, education, and radiation safety. The programme was implemented based on the active participation of villages, districts, national and international partners.
