Enhancing Human Security and Building Resilient Societies in Disadvantaged Communities of Armenia

While Armenia has made positive gains in terms of economic development, it faces the critical challenge of ensuring sustainable and equitable growth without leaving behind its most vulnerable rural communities. Migration in search of better livelihoods is common and around 102,000 individuals left Armenia in 2012-2017 moving mainly to the Russian Federation. This is especially prevalent in the northern provinces of Shirak, Lori, and Tavush, where poverty remains high and the emigration rate above 15%.

The programme aims to support Armenia’s efforts in achieving the 2030 Agenda by building resilience, strengthening social protection, and improving economic and food security through the creation of sustainable economic opportunities in three northern provinces. The programme also aims to enhance the performance of local self-governing bodies and the improvement of transparency and accountability among local authorities. Furthermore, the programme will target potential migrants as key beneficiary groups in order to equip them with better information and access to services as a means to prevent their exploitation.
