United Nations Public Service Forum

Your Excellency Mr. Mohamed Ben Abdelkader, Head of the Ministry of Administration and Civil Service Reform, The Kingdom of MoroccoExcellencies,Distinguished Delegates,Ladies and Gentlemen,

It is a pleasure to be with you today.

I wish to thank the Permanent Mission of the Kingdom of Morocco for hosting this event, and more significantly, the Government of the Kingdom of Morocco for hosting the 2018 United Nations Public Service Forum which will take place in Marrakech next month, on 21 to 23 June.

Under the theme “Transforming governance to realize the Sustainable Development Goals”, the Public Service Forum will promote information-sharing and the exchange of experience and lessons, on issues related to innovation and public institutions.

During the Forum, on 23 June, we will celebrate the United Nations Public Service Day. Designated by the General Assembly in 2002, this special Day serves as an advocacy and capacity development event to strengthen public institutions and public services for sustainable development.

Ladies and Gentlemen,

Today’s event will discuss how the UN Public Service Forum can be further leveraged as a global platform to promote evidence-based policy dialogue and peer-to-peer learning on public administration, institutional reform and innovative approaches to accelerate the implementation of the SDGs.

I wish to express my sincere appreciation for the great efforts undertaken by the former host countries in organizing the UN Public Service Forums. These include Netherlands in 2017, Colombia in 2015, Republic of Korea in 2014, Kingdom of Bahrain in 2013 and Tanzania in 2011.Excellencies,

The 2030 Agenda for Sustainable Development is ambitious and universal, with a shared vision to leave no one behind.

World leaders committed to implement its 17 Sustainable Development Goals and, through Goal 16, to promote effective, accountable and inclusive institutions. Many countries are shaping, mobilizing or even reforming their institutions to implement the 2030 Agenda.

Governments have a lead role in implementing the SDGs through the policies they make and the public services they are responsible for. It is crucial to ensure that public services improve the lives of all people to leave no one behind.

More important than ever, we need innovation to drive implementation of the Goals, including through public-private partnerships and multistakeholder partnerships.

We must also combat corruption and ensure public accountability, ethical leadership, and participatory decision making.

Excellencies, Ladies and Gentlemen,

I am grateful for your presence and participation here today.I invite you to share your experience on how to promote innovation, institutions and public service delivery for the implementation of SDG 16 and across all SDG targets.

Your recommendations will contribute to fruitful discussions during the Forum next month.I also invite the previous hosts of the UN Public Service Forum to share their experiences, particularly how it benefitted their national institutions and the global audience that attended the event.

And I invite the delegates here today to share their views on how global events such as the UN Public Service Forum can help to further encourage innovation in public service for sustainable development.

Let us also reflect on how the United Nations Public Service Forum can assist countries in fast tracking towards the SDGs.

As you may be aware, on 5 to 6 June, DESA will support the convening of the third annual multistakeholder Forum on Science, Technology and Innovation for Sustainable Development Goals.

And the High-Level Political Forum on Sustainable Development will convene from 9 to 18 July on a related theme to our discussion today – “Transformation towards sustainable and resilient societies”.Promoting innovation and supporting institutions in the implementation of the SDGs are top priorities for DESA.

I look forward to hearing your views on the roles of innovation, institutions and the way forward for the United Nations Public Service Forum.
