The composition of the Commission was slightly changed in April 1996 due to the change of government. A formal National Council for Sustainable Development does not exist in the Netherlands. This is because the Netherlands was already applying policy planning procedures involving various governmental and non-governmental actors and agencies, well before the term "Sustainable Development" was coined and spread internationally in 1987. The best illustration of this approach is the way in which the National Environmental Policy Plan (NEPP) is drafted. This document contains the equivalent of a national strategy on sustainable development. Prior to publication, intensive discussions are held with all those concerned, both within and outside government. The NEPP is updated every four years (the third one is due at the end of 1997). It is signed by the Minister of Housing, Spatial Planning and Environment, the Minister of Economic Affairs, the Minister of Agriculture, Nature Management and Fisheries, the Minister of Transport, Public Works and Water Management and the Minister for Development Cooperation. In connection with this integrated approach to planning, various coordination mechanisms have been established at different levels. While these generally have not been set up with a view to promoting sustainable development, many of them incorporate considerations of sustainability in their normal activities. Key National Sustainable Development Coordination Mechanism(s) (e.g. Councils, Commissions, Inter-Ministerial Working Groups): The European Commissions has established a system of Environmental Integration Correspondents (named officials) in all Directorate general (DGs) involving all DGs. Formal consultation involving all DGs takes place for the establishment review and implementation of the Fifth Environmental Action Programme (5th EAP) which is the European Community's instrument for implementing sustainable development. Coordination with the Commission on Sustainable Development is conducted with the active involvement of all relevant services of the European Commission. All Member States are involved in the Community's 5th EAP through the Council of the European Community. Moreover, the Community agrees on a coordinated approach to CSD in the Council. Following the adoption of the Treaty of the European Union, the European Parliament is jointly responsible with the Council for the review of the 5th EAP. The Parliament has also passed resolutions on Agenda 21 and the results of the Earth Summit+5. The European Commission has as outside advisers with the European Consultative Forum on the Environment and Sustainable Development with the mandate below. Membership/Composition/Chairperson: The Environment Group of the Council takes the lead on the 5th EAP while the Environment & Development Working Group works on CSD. In both cases, decisions at the political level are taken by ministers and the Environment Council, although in 1997 the Development Council also discussed CSD. In the European Parliament the lead on the 5th EAP is taken by the Environment Committee which consults other Committees as necessary. The same is true for the CSD where the Development Committee has made a substantial contribution to the work. The European Consultative Forum on the Environment and Sustainable Development consists of 32 members, taken from Government Ministries, Local Authorities, Trade Unions, Professional Bodies, Universities, NGOs in Member States and Poland, Czech Republic, and Lithuania. 2a. Mandate/role of above mechanism/council: The only one of the bodies mentioned above with a formal mandate for sustainable development is the European Consultative Forum on Environment and Sustainable Development. The Forum is an advisory body as well as a place of dialogue between the representatives of the sectors (business, regional and local authorities, professional associations, unions and environmental protection and consumer organizations) and the European Commission. The Forum may be consulted by the European Commission on any problem relating to the environment and sustainable development in the European Community or in Europe as a whole. A member of the bureau of the Forum (chairman and vice-chairman) may draw the Commission's attention to the expediency of consulting the Forum on a matter within the latter's field of competence on which no opinion has been requested.
