3.   Mandate/Role of above mechanisms/councils:
a .   International Feature (environmental aspects):
CCIEP (Coordination Committee International Environment Policy): political decision-making body based on an intersectoral and interdepartmental cooperation and coordination initiated between the Federal and Regional Governments since April 1995 on environmental matters, nature conservation and sustainable development.

b.   National Feature:
At the Federal level, the Federal Planning Bureau will publish every two years a federal report on sustainable development established by the TFSD and containing an assessment of the existing situation in Belgium with regard to the new international developments and of the policy on sustainable development conducted until then. The report will also evaluate the impact of changed and unchanged policy according to a number of relevant scenarios.

The Federal Planning Bureau will also carry on its mission for the preparation of a quadriannual plan for Sustainable Development, according to the orientations provided by ICDO. ICDO will also define the missions of the federal administrations and the public institutions, co-ordinating the implementation of the plan in each federal administration and public institution.

Regional Feature:
At the Regional level, different processes are on course to examine the possibilities for new concrete policy measures and implement the recommendations of the UNCED and the Agenda 21.

SINA: El Ministerio del Medio Ambiente, debe impulsar una relación de respeto y armonía del hombre con la naturaleza y definir las políticas y regulaciones a las que se sujetarán la recuperación, conservación, protección, ordenamiento, manejo, uso y aprovechamiento de los recursos naturales renovables y el medio ambiente de la nación, a fin de asegurar el desarrollo sostenible. El Ministerio del Medio Ambiente dentro de su programa de Cooperación Global ha tramitado ante el Congreso de la República el proyecto de ley por medio del cual el Gobierno de Colombia se hace parte de la Convención Marco de Cambio Climático, actualmente están en trámite los proyectos de ley por medio de los cuales el Gobierno de Colombia se adhiere a la Convención de Basilea, a la Enmienda de Copenhague al Protocolo de Montreal, al Protocolo SPAW, y la Convención RAMSAR. Colombia ha introducido la variable ambiental en el marco de los acuerdos bilaterales, subregionales y regionales. Las Comisiones de Vecindad con los países limítrofes consideran el componente ambiental, conformando en algunos casos comisiones técnicas binacionales para el estudio y acción en problemas conjuntos. El Grupo de Río, el Grupo de los Tres, el Pacto Andino, la Asociación de Estados del Caribe y el Tratado de Cooperación Amazónica son algunas de las instancias subregionales en las que se ha introducido el componente ambiental como elemento de necesaria negociación. Por otra parte, Colombia como miembro pleno de la Organización de Estados Americanos se ha suscrito al Plan de Acción de Santa Cruz de la Sierra, el que genera oportunidades de cooperación entre los países del hemisferio americano.
