Education; Resources & Development; External Affairs; Office of the Attorney General; The Micronesian Maritime
Authority; Office of Disaster Control.

Development Council activities in a non-voting capacity.
3. Mandate role of above mechanism/council: To advise and make recommendations to the President on matters affecting
the environmental management and sustainable development of the FSM, with special reference to: overseeing global
environmental responsibilities and obligations including the UN CSD, Agenda 21, the Programme of Action for the
Sustainable Development of Small Island Developing States, Convention on Biological Diversity, Framework Convention on
Climate Change, Law of the Sea, and other international treaties; maintaining and improving the National economy in an
environmentally sustainable manner that will improve the quality of human life by utilizing existing resources without
compromising the ability of future generations to also utilize these resources; strengthening the institutional capacity of the
state environmental agencies considering that within the FSM the primary responsibility for environmental management lies
with the States; protecting the environment and avoiding unsustainable depletion of natural resources; evaluating coastal zone,
resource management and development plans and monitoring the implementation of these plans; targeting population factors
that may affect sustainable development; reviewing the progress and parameters of environmental education; considering legal
and law enforcement issues; ensuring a reasonable level of public health for residents of the Federated States; maintaining
and enhancing the traditional culture of FSM as related to resource management; facilitating scientific studies and research.
To: review and make recommendations concerning assistance from foreign donors for the purpose of environmental
management and sustainable development; publicize and emphasize to the State and National agencies the importance of
environmental protection and sustainable development; co-ordinate the activities of external agencies in matters concerning
environmental management and sustainable development within FSM.
