National Level Coordination Structure of Agenda 21 Actions

European Union

1. Key National Sustainable Development Coordination Mechanism(s)/Council(s).

The European Union implements Agenda 21 through the Environmental Action Programme. The European Commission issued a Progress Report on implementation in January 1996 and tabled proposals reviewing the Programme. The European Union Council and the European Parliament will jointly decide on the proposals. No formal structure has been set up for the CSD.

2a. List of ministries and agencies involved: All Commission services, the other European Institutions and the Member States participate in the implementation and review of the 5th E.A.P.

DG XI (Environment) leads on the CSD report in close cooperation with DG VIII (Development) and DG IA and DG IB (External Relations) and with contributions from relevant sectoral DGs.

2b. Names of para-statal bodies and institutions involved, as well as participation of academic and private sectors: There have been very wide consultations in the prparation of the Review of the 5th E.A.P. notably with the General Consultative Forum on the Environment and the Environment Policy Review Groups (see CSD Reports).

2c. Names of non-governmental organizations: The European Environmental Bureau and the EU Development NGO Liaison Committee were consulted on the CSD Report.

3. Mandate role of above mechanism/council: Not applicable.
