Summary

The thirty-second session of the Commission on Population and Development was held at United Nations Headquarters on 22, 23 and 26 March 1999. Its central theme was population growth, structure and distribution, with special emphasis on sustained economic growth and sustainable development, including education. The Commission on Population and Development also met in open-ended session from 24 March to 1 April acting as the preparatory committee for the special session of the General Assembly for the review and appraisal of the implementation of the Programme of Action of the International Conference on Population and Development. (The report of the Preparatory Committee will be issued in Official Records of the General Assembly, Twenty-first Special Session, Supplement No. 1 (A/S-21/2).

The documents before the Commission included a report on world population monitoring, focusing on the theme of the session. The report provided a summary of recent information on population growth, structure and distribution and covered such topics as population growth and its components; changing population age structures; population distribution, urbanization and internal migration; and population growth, poverty, food provision and the environment. The Commission also had before it the report of the Technical Symposium on International Migration and Development of the Administrative Committee on Coordination (ACC) Task Force on Basic Social Services for All. Other reports covered flows of international resources for assisting in the implementation of the Programme of Action of the International Conference on Population and Development; world demographic trends; programme performance and implementation in the field of population in 1998; and the proposed programme of work for the biennium 2000-2001.

The Commission also had before it for consideration the report of its Bureau's 1998 inter-sessional meeting. The Bureau comprehensively reviewed major aspects of the work of the Commission and of the preparations for the special session of the General Assembly for the five-year review and appraisal of the implementation of the Programme of Action of the International Conference on Population and Development. The Bureau also reviewed the work programme of the Population Division of the United Nations Secretariat. The conclusions and recommendations of the Bureau were conveyed to the Commission for appropriation action.

The Commission considered follow-up actions to the recommendations of the International Conference on Population and Development. It reaffirmed its decision 1998/1, in which it had decided that "Gender, population and development" should be the special theme for the Commission at its thirty-third session, in the year 2000; decided that the special theme for the Commission at its thirty-fourth session should be "Population, environment and development"; and requested the United Nations Secretariat to submit themes for the thirty-fifth and thirty-sixth sessions of the Commission, in consultation with member States, for a decision by the Commission at its thirty-third session. The Commission also recommended to the Economic and Social Council the adoption of a draft resolution in which the Council would request the Population Division of the United Nations Secretariat to continue its work on population growth, structure and distribution, including levels, trends, determinants, consequences and policies, while giving due attention to issues related to, inter alia, youth, ageing, migration and data collection, so that Governments might benefit by comparing experiences and by understanding the factors underlying changing demographic circumstances.

The Commission approved the draft provisional agenda for its thirty-third session, to be held in the year 2000, and adopted its report on its thirty-second session.

Reaffirming the commitment of Member States to the implementation of the Programme of Action of the International Conference on Population and Development,¹

Recalling the recommendations of the Programme of Action relating to population growth, structure and distribution,

Recalling also that the theme for the thirty-second session of the Commission on Population and Development was population growth, structure and distribution, with special emphasis on sustained economic growth and sustainable development, including education, and noting the importance of the issues related to, inter alia, youth, ageing and migration, as well as the need for data collection,

Requests the Population Division of the United Nations Secretariat to continue its research on population growth, structure and distribution, including levels, trends, determinants, consequences and policies, while giving due attention to issues related to, inter alia, youth, ageing, migration and data collection, so that Governments may benefit by comparing experiences and by understanding the factors underlying changing demographic circumstances, and calls upon Governments to continue to facilitate the work of the Population Division in this regard.

The Commission on Population and Development

1. Reaffirms its decision 1998/1,² in which it decided that "Gender, population and development" should be the special theme for the Commission at its thirty-third session in the year 2000;

2. Decides that the special theme for the Commission at its thirty-fourth session shall be "Population, environment and development";

3. Requests the United Nations Secretariat to submit themes for the thirty-fifth and thirty-sixth sessions of the Commission on Population and Development, in consultation with member States, for a decision by the Commission at its thirty-third session, in the context of a review of the work programme of the Commission.
 
 

Chapter II

Follow-up actions to the recommendations of the International Conference on Population and Development
 
 

4. The Commission on Population and Development held a general discussion on item 3 of its agenda, entitled "Follow-up actions to the recommendations of the International Conference on Population and Development", together with item 4, entitled "World population situation", at its 1st to 3rd meetings, on 22 and 23 March 1999 (see also chap. III below). Under item 3, the Commission had before it the following documents:

(a) Concise report of the Secretary-General on world population monitoring, 1999: population growth, structure and distribution (E/CN.9/1999/2);

(b) Report of the Secretary-General containing the report of the Technical Symposium on International Migration and Development of the Administrative Committee on Coordination (ACC) Task Force on Basic Social Services for All (E/CN.9/1999/3);

(c) Report of the Secretary-General on the flow of financial resources for assisting in the implementation of the Programme of Action of the International Conference on Population and Development (E/CN.9/1999/4).

5. At the 1st meeting, on 22 March, the Director of the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat made an introductory statement.

6. At the same meeting, statements were made by the Assistant Director of the Population Division, who introduced the concise report of the Secretary-General on world population monitoring, 1999: population growth, structure and distribution (E/CN.9/1999/2); the Deputy Director of the Technical and Policy Division of the United Nations Population Fund, who introduced the report of the Secretary-General containing the report of the Technical Symposium on International Migration and Development of the Administrative Committee on Coordination (ACC) Task Force on Basic Social Services for All (E/CN.9/1999/3); and the Director of the Technical and Policy Division of the United Nations Population Fund, who introduced the report of the Secretary-General on the flow of financial resources for assisting in the implementation of the Programme of Action of the International Conference on Population and Development (E/CN.9/1999/4).

7. Also at the 1st meeting, statements were made by the representatives of Germany (on behalf of the States Members of the United Nations that are members of the European Union), the United States of America, Bangladesh, Thailand, the Russian Federation and China.

8. At the 2nd meeting, on 22 March, statements were made by the representatives of Japan, Jamaica, Sweden, India, Canada, Ukraine, South Africa and the Niger and the observers for Norway, Pakistan and Mozambique.

9. At the same meeting, the representative of the United Nations Educational, Scientific and Cultural Organization made a statement.

10. Also at the 2nd meeting, the representative of the International Organization for Migration made a statement.

11. At the same meeting, a statement was made by the representative of the International Federation of Settlements and Neighborhood Centres, a non-governmental organization in general consultative status with the Economic and Social Council.

12. At the 3rd meeting, on 23 March, statements were made by the representatives of the Philippines, Malaysia and Turkey.

13. At the same meeting, the representative of the World Health Organization made a statement.

14. During the discussion, the Commission recalled its resolution 1997/1 on the technical symposium on international migration and took note of the report of the Technical Symposium on International Migration and Development of the ACC Task Force on Basic Social Services for All (E/CN.9/1999/3). The Commission was pleased to note that the report had provided valuable input to the reviews of the progress made in implementing the Programme of Action of the International Conference on Population and Development. The Commission was also pleased to note that the report of the Technical Symposium would be taken into account in the report of the Secretary-General on international migration and development to be submitted to the General Assembly at its fifty-fourth session, as requested by the Assembly in its resolution 52/189 of 18 December 1997.

Population growth, structure and distribution
 
 

15. At the 5th meeting, on 26 March, the Vice-Chairperson of the Commission, Ms. Gabriella Vukovich (Hungary), introduced a draft resolution (E/CN.9/1999/L.4) entitled "Population growth, structure and distribution", which was submitted on the basis of informal consultations.

16. At the same meeting, the Commission adopted draft resolution E/CN.9/1999/L.4 (see chap. I, sect. A).
 
 

Chapter III

World population situation

17. The Commission on Population and Development held a general discussion on item 4 of its agenda, entitled "World population situation", together with item 3, entitled "Follow-up actions to the recommendations of the International Conference on Population and Development", at its 1st to 3rd meetings, on 22 and 23 March 1999 (for the discussion on the items, see chap. II above). Under item 4, the Commission had before it the report of the Secretary-General on world demographic trends (E/CN.9/1999/5).

18. At the 1st meeting, on 22 March, the Chief of the Population Estimates and Projections Section of the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat introduced the report of the Secretary-General on world demographic trends (E/CN.9/1999/5).
 
 

Chapter IV

Work of the Commission on Population and Development in the next quinquennium
 
 

19. The Commission on Population and Development held a general discussion on item 5 of its agenda, entitled "Work of the Commission on Population and Development in the next quinquennium", at its 2nd meeting, on 22 March 1999.

20. At the same meeting, the Director of the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat made an introductory statement.

21. Also at the 2nd meeting, statements were made by the representatives of Malaysia, the Russian Federation and India.

22. Chapter V

Programme implementation and future programme of work of the Secretariat in the field of population

24. The Commission on Population and Development held a general discussion on item 6 of its agenda, entitled "Programme implementation and future programme of work of the Secretariat in the field of population", at its 3rd meeting, on 23 March 1999. It had before it the following documents:

(a) Report of the Secretary-General on programme implementation and progress of work in the field of population in 1998: Population Division, Department of Economic and Social Affairs (E/CN.9/1999/6);

(b) Note by the Secretary-General on the proposed programme of work in population for the biennium 2000-2001: Population Division, Department of Economic and Social Affairs (E/CN.9/1999/7);

(c) Note by the Secretariat on the proposed programme of work for the biennium 2000-2001: Population Division, Department of Economic and Social Affairs (E/CN.9/1999/CRP.1).

25. At the same meeting, the Director of the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat made an introductory statement.

26. Also at the 3rd meeting, statements were made by the representatives of Sweden, the Republic of Korea, Canada and India and the observer for the Holy See.

27. At the same meeting, statements were made by the representatives of the Economic Commission for Africa, the Economic Commission for Latin America and the Caribbean, the Economic and Social Commission for Asia and the Pacific and the Economic and Social Commission for Western Asia.

28. The representative of Eagle Forum, a non-governmental organization in special consultative status with the Economic and Social Council, also made a statement.

29. During the discussion, the Commission reviewed and endorsed the proposed programme of work of the Population Division of the Department of Economic and Social Affairs for the biennium 2000B2001, as set out in the extract from the proposed programme budget for the biennium 2000B2001 of the Department (E/CN.9/1999/CRP.1). It was the view of the Commission that the Population Division must have sufficient resources, and its work programme should be sufficiently flexible, to permit non-programmed work on unforeseen or emerging population issues and to incorporate ad hoc requests. It was also the view of the Commission that the monitoring of the implementation of the Programme of Action of the International Conference on Population and Development, including reporting on the special themes of the Commission's multi-year work programme, should continue to be a key component of the Division's work programme. The Commission also expressed the view that the Division must have sufficient resources, and initiate the planning of activities, for the years beyond 2001, in order to ensure that it was properly positioned to undertake the second quinquennial review of the Programme of Action in the year 2004.
 
 

Chapter VI

Provisional agenda for the thirty-third session of the Commission

30. At its 5th meeting, on 26 March 1999, following a statement by the representative of Canada, the Commission approved the draft provisional agenda for its thirty-third session contained in document E/CN.9/1999/L.3, as orally amended (see chap. I, sect. B, draft decision).
 
 

Chapter VII

Adoption of the report of the Commission on its thirty-second session

31. At the 5th meeting, on 26 March 1999, the Vice-Chairman-cum-Rapporteur introduced the draft report of the Commission on its thirty-second session (E/CN.9/1999/L.2).

32. At the same meeting, the Commission adopted the draft report and authorized the Rapporteur to finalize it in consultation with the Bureau by incorporating therein the proceedings of the Commission's final meeting.
 
 

Chapter VIII

Organization of the session
 
 

A. Opening and duration of the session

33. The Commission on Population and Development held its thirty-second session at United Nations Headquarters on 22, 23 and 26 March 1999. The Commission held five meetings (1st to 5th).

34. The session was opened by the Under-Secretary-General for Economic and Social Affairs of the United Nations Secretariat, who also made a statement.

35. Opening statements were also made by the Executive Director of the United Nations Population Fund and the Director of the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat.
 
 

B. Attendance

36. The session was attended by 43 States members of the Commission. Observers for other States Members of the United Nations, non-member States and an entity maintaining a permanent observer mission to the United Nations also attended. Representatives of specialized agencies, intergovernmental organizations and non-governmental organizations also attended. A list of participants is given in annex I to the present report.

37. At its 1st, 2nd and 5th meetings, on 22 and 26 March 1999, the Commission elected the following officers by acclamation:

38. At its 1st meeting, on 22 March 1999, the Commission heard a statement by Dr. Raj Karim (Malaysia), Chairman of the Commission at its thirty-first session, who introduced the report of the Bureau on its inter-sessional meeting (E/CN.9/1999/CRP.2), held in Kuala Lumpur on 28 and 29 September 1998.

39. At the same meeting, Mr. Ousmane Mahamane Tandina (Niger), Vice-Chairman of the Commission at its thirty-first session, made a statement.

40. Also at its 1st meeting, the Commission took note of the report of the Bureau on its inter-sessional meeting (E/CN.9/1999/CRP.2).
