Appointment of five members of the Board of Trustees
of the International Research and Training Institute
for the Advancement of Women
Note by the Secretary-General
1. On 4 April 1997, the Secretary-General sent a note verbale to all
Member States informing them that the Economic and Social Council, at
its resumed organizational session for 1997, would be called upon to
appoint five members to serve on the Board of Trustees of the
International Research and Training Institute for the Advancement of
Women (INSTRAW) when the term of office of five members expired on 30
June 1997. In the same note verbale, the Secretary-General requested
Governments to submit the names and curricula vitae of candidates not
later than 15 April 1997.
2. Under the provisions of the statute of the Institute, the Board of
Trustees is composed of 11 members nominated by States and appointed
by the Economic and Social Council, with due regard to the principle
of equitable distribution and the fact that the Institute and its work
are funded from voluntary contributions. Members of the Board serve
in their individual capacities for a term of three years from the date
of appointment. They are eligible for reappointment by the Council
for one further term. The current membership of the Board is given in
annex I.
3. At its first regular session of 1983, the Economic and Social
Council, on the proposal of the President, decided to maintain the
existing de facto geographical balance of the Board without prejudice
to any further decision the Council might wish to take with regard to
the composition of the Board and the distribution of seats on it (see
E/1983/SR.13). Accordingly, in order to maintain the existing
geographical balance, the vacancies should be filled by the
appointment of one member from each of the five regional groups.
4. The candidates listed below were nominated by their Governments in
response to the Secretary-General's note verbale. Biographical
information on the candidates is contained in annex II.

BIOGRAPHICAL INFORMATION
Zakia Amara Bouaziz (Tunisia). President-Director General of the
Centre de recherches, d'e'tudes, de documentation et d'information sur
la femme (CREDIF), where she has directed the execution of several
international projects relevant to women. Director of the Faculty of
Human and Social Sciences of Tunisia. Former President of the Thesis
and Accreditation Commission in Psychology. Has held several
governmental/institutional posts at the administrative level in the
academic field, relevant to social science, psychology, internships,
computerization, equivalence, accreditation and board of examiners.
Has specialized in the areas of secondary education/experimental
sciences, neurophysiology and natural sciences. Member of
associations and societies working in the fields of physiology,
natural sciences, applied psychology, neuroscience, computer science
applied to research in arts and human and social sciences. Founder of
the Club of Plastic Arts in the Faculty of Human and Social Sciences
of Tunisia and creator of organizations involved in computer science,
international student exchange, labour, sports and the protection of
infants. Responsible for the execution of several national and
international projects in the areas of neuropsychological research.
Has participated in the United Nations Commission on the Status of
Women; was elected Vice-Chairperson at its forty-first session, in
1997.
Jane Nambakire Mulemwa (Uganda). Member of Action for Development
(ACFODE), a local grass-roots organization. Pioneer member of The
AIDS Support Organization (TASO); involved in TASO as a Counsellor,
Trainer, Counsellor/Supervisor and Counsellor/Adviser; member of the
first Board of Trustees of TASO; member of the Management Committee
until 1993. Actively involved in the work and programmes on the
management and control of the spread of HIV/AIDS in Uganda;
participated in and presented papers at national and international
conferences, seminars and workshops on the HIV/AIDS problem. Director
and chief resource person for the Education International (EI) Women
Leadership Training Workshop for Resource Persons (Lilongwe, Malawi,
21-28 January 1996). Director and Resource Person for the EI Advanced
Women Leadership Training Workshop (Nairobi, 5-7 August 1994).
Participant in the National Association of Namibian Teachers' Unions
(NANTU) Women's Leadership Training Workshop (Khoriax, Namibia,
14-18 October 1991). Author of numerous publications and research
papers.
Amaryllis T. Torres (Philippines). Professor of Community
Development, University of the Philippines; President, Human Resource
Specialists Foundation. Specialized in Philippine social psychology,
social development research and participatory strategies, monitoring
and evaluation systems, community training programmes, human resource
development, women's research, gender-responsive development planning
and child labour. Has held numerous high-level positions at the
University of the Philippines and in international development and
women's agencies. Has been awarded scholarships and honours for
academic and professional achievement. Member of academic and
professional societies dealing with the social sciences, psychology,
science research and community development. Has participated in
international conferences on issues relevant to women, education,
migration, poverty alleviation and gender. Author of numerous
research documents and books on psychology, social sciences, women and
gender.
Norica Nicolai (Romania). Secretary of State, Ministry of Labour and
Social Protection. Chief, Department for Coordination of Women's
Rights, Strategies and Family Policies. Has specialized in the areas
of contemporary systems of penalty execution and the Romanian system
of penalty execution and delinquency in the transition period. Has
held professional governmental and academic positions in the field of
law. Representative of Romania at the International Criminology
Congress, the International Congress of Penal Law and the Steering
Committee on Equality Between Women and Men in the Council of Europe.
Member of international professional institutions and national
democratic organizations.
Emilia Castro de Barish (Costa Rica). Representative of her country
to the United Nations since 1957, holding the positions of minister,
ambassador and at present Alternate Permanent Representative of Costa
Rica to the United Nations. Represented her country in the Open-ended
Working Group on the Review of Arrangements for Consultation with
Non-Governmental Organizations. Vice-Chairman of the Third Committee
at the twenty-fifth session of the United Nations General Assembly and
delegate to numerous commissions dealing with decolonization, human
rights, civil and political rights, disarmament and environment and
development. Delegate to the General Assembly, the Security Council,
the Economic and Social Council, the United Nations Children's Fund
(UNICEF), the Committee on Information and special sessions dealing
with political and economic issues. Rapporteur to the Committee on
Relations with the Host Country in charge of applying the Convention
on the Privileges and Immunities of the United Nations. Official
representative to several world conferences on the law of the sea,
women, human rights, population and development and social
development. Has participated in the Group of 77 and China on such
issues as the consultative status of non-governmental organizations;
has represented the Group in UNICEF; and has expressed the Group's
position in plenary meetings to discuss social development. Involved
in the preparation of the project to establish the University for
Peace in Costa Rica.
Glenda P. Simms (Jamaica). Executive Director of the Jamaica Bureau
of Women's Affairs. Former President and Chief Executive Officer of
the Canadian Advisory Council on the Status of Women (CACSW) and
Adviser to the Government of Jamaica on Women's Issues. Has
specialized in educational psychology and held numerous posts as
professor in academic institutions of higher learning in the fields of
education, intercultural education, race and ethnic relations. Has
been awarded for her contribution to public policy in Canadian
society. Adviser to federal and provincial governments and negotiator
on race relations, women and First Nations issues. Was Adviser to the
Government of Jamaica on poverty eradication and gender issues and has
held important administrative posts. Has demonstrated leadership at
the governmental level and has liaised with senior levels of
governmental and non-governmental agencies and departments. Has
educated the public on a variety of issues related to the status of
women and to the educational, social and political realities of
Canadian and Jamaican society. Has been honoured with numerous awards
and is a member of important institutions dealing with the status of
women, teaching, public administration, equity in employment,
immigrant and minority women and development education. A renowned
lecturer, author of numerous publications, is an inspiration and role
model for women and minorities.
Selma Acuner (Turkey). Adviser to the Prime Minister on international
cooperation with respect to women in development (WID), gender and
development and family issues and on the formulation of WID projects
in Turkey. Involved in socio-economic development planning.
President of the INSTRAW Board of Trustees. Former Director General
of the Directorate General on the Status and Problems of Women.
Gender resource officer for the United Nations Development Programme
(UNDP) Office in Ankara. Director of Courses and lecturer at the
University of Ankara-European Community Research Centre and Instructor
at the Faculty of Social Science, Hacettepe University, Ankara. Has
specialized in the field of social and political sciences.
Coordinated national preparations for the Fourth World Conference on
Women. Has coordinated projects with international organizations on
women's employment, women entrepreneurs and national day-care centres
and has organized a number of national conferences relevant to women.
Author of several publications and papers related to women and gender.
Has represented her country at several international conferences and
meetings relevant to women and gender issues.
