Monitoring and reporting on sustainable development objectives, goals and   targets: enhancing institutional capability in selected developing countries

In today’s age of ever-increasing interconnectedness, the adverse impacts of events in one part of the world can reverberate to other regions in modicum amounts of time. In order to shield vulnerable populations from such negative impacts and achieve sustainable development goals (SDGs) and targets, it is thus critical for national policy makers to have access to effective statistics and data monitoring and reporting tools, frameworks and systems in order to make timely, evidence-based policy decisions. Effective monitoring and reporting systems are also critical for evaluating the effectiveness of existing policies and initiatives, and constitute the linchpin of governance transparency and accountability frameworks.

Exponential increases in the volume and types of data, coupled with rapid technological innovation and cost decreases (i.e. the data revolution), are making these systems an attainable reality. However, experience from the Millennium Development Goals (MDGs) illustrates the enormous challenges for, and capacity gaps remaining within, various member states, particularly developing countries, to establish and operationalize such national monitoring and reporting systems. As member states continue to implement national sustainable development strategies (NSDS) and move closer to adopting a post-2015 development agenda— which aims to be significantly more ambitious in the number of SDGs, targets and indicators, compared to the MDGs— many developing countries will need both capacity development and financial support to transform and enhance the capability of existing monitoring and reporting systems and government institutions (e.g. national statistical offices).

To strengthen the capacity of selected developing countries to monitor and report on progress against their sustainable development objectives and the sustainable development goals and targets adopted for the post-2015 development framework.

Expected accomplishments:

  • Increased capacity of selected developing countries to adopt integrated frameworks for monitoring and reporting on progress against their sustainable development objectives, goals and targets to national constituencies and the HLPF.
  • Increased utilization of information, tools and guidelines for reviewing progress towards, and reporting on, sustainable development objectives, goals and targets by selected developing countries.

Implementation status:

In progress.
