The Netherlands strongly supports the implementation of UN Security Council Resolution 1540. The Netherlands works continuously and deliberately to strengthen nuclear and radiological security, address a wide range of chemical weapons-related threats, and enhance biological security.

The Netherlands delivers significant contributions to programming worldwide to prevent, detect and respond to chemical, biological, radiological and nuclear (CBRN) terrorism and proliferation threats. In developing and delivering WMD threat reduction programming, the Netherlands places great importance on cooperation and assistance. It is only by working better together to implement the resolution that we can prevent weapons of mass destruction from falling into the hands of terrorists.

In response to specific requests, the Netherlands is prepared to provide assistance as appropriate to States lacking the legal and regulatory infrastructure, implementation experience and/or resources for fulfilling the provisions of UNSCR 1540 (2004) on non-proliferation.

Assistance Through International Organizations

The Netherlands supports various initiatives in this field within the framework of the Global Partnership against the Spread of Weapons and Materials of Mass Destruction launched at the G-8 Summit in 2002. Since its creation, the Global Partnership has evolved into the premier mechanism for the coordination and delivery of tangible WMD threat reduction programming. As member of the Global Partnership, the Netherlands is committed to contribute - both through financial and technical support - to the implementation of concrete projects around the world to combat WMD related terrorism and proliferation.

The Netherlands is also actively engaged in the efforts of the International Atomic Energy Agency (IAEA) to strengthen nuclear security worldwide. The Netherlands fully supports the IAEA’s central and coordinating role in this field, and seeks to enable the Agency to effectively implement its nuclear security tasks. The Netherlands is, both nationally and through the European Union, an important financial contributor to the Nuclear Security Fund (NSF). The Netherlands has also contributed expertise in forensics and other areas to the IAEA to support the global nuclear security framework and nuclear security services. Amongst other things, it has hosted a number of training courses on physical protection as well as courses on protection against sabotage and identification of vital areas.

The Netherlands actively supports the efforts of the Organisation for the Prohibition of Chemical Weapons (OPCW) to strengthen the Chemical Weapons Convention (CWC) and enhance global chemical security, including through capacity building support. The Netherlands has extended assistance in the field of national implementation of the CWC obligations to several countries. The Netherlands also has a strong tradition in international cooperation on biosafety and biosecurity. The Netherlands plays an active role in the Global Health Security Agenda (GHSA), and participates in various cooperation projects.

The Netherlands Institute for Public Health and the Environment (RIVM) is involved in several international initiatives to enhance biosafety and biosecurity, including in EU CBRN Centres of Excellence activities aimed at strengthening CBRN first response capabilities. The Netherlands maintains an up to date list of governmental experts and laboratories that could provide advice on implementation of the Biological and Toxin Weapons Convention (BTWC) and bio-security measures.
