Japan is willing to provide assistance as appropriate in response to specific requests to states lacking the legal and regulatory infrastructures, implementation experience and/or resources for fulfilling the provisions

Contributed approx. 1 million US dollars to the UN Trust Fund for Global and Regional Disarmament Activities for the full and universal implementation of 1540 in March 2017.

Provides funds for IAEA, OPCW (including many assistance projects), BWC, CTBTO, and NPT

Have offered assistance in the context of the BWC and CWC implementation

  • Contributed approx. 0.9 million US dollars to the UNODA for the domestic BWC implementation and response to potential biological weapons use in 2018
  • Workshop for the CWC national authority in Indonesia in December 2017
  • National CWC awareness workshop and mock industry inspection exercise in Myanmar in August 2014
  • OPCW Associate Program from 2004 to 2018

Regarding the United Nations Security Council Resolution 1540 and other international agreements, the Government of Japan has been conducting various types of outreach activities. The purpose of outreach activities is to build an effective international framework for security export controls. Recent Japan's outreach activities are as follows.

  • Provision of three Patrol Vessels to Indonesia for the Prevention of Piracy, Maritime Terrorism and Proliferation of Weapons (Jun.06, Grant Aid for Cooperation on Counter-Terrorism and Security Enhancement; 1,921 million yen)

Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) organizes annual training courses on nuclear non-proliferation (Regional/International Training Course on State Systems of Accounting for and Control of Nuclear Material) and nuclear security (Regional Training Course on Physical Protection of Nuclear Materials and Facility) to the countries mainly in Asia, and contributes to strengthen nuclear non-proliferation and nuclear security. Since 2011, those two ISCN training courses have received 469 participants from 54 countries. And also, ISCN/JAEA has been contributing to nuclear non-proliferation and nuclear security through development of nuclear measurement and detection technologies including nuclear forensics in collaboration with the relevant laboratories of US and Europe.
