Finland is willing to provide assistance, as appropriate, in response to specific requests, to the States lacking the legal and regulatory infrastructure, implementation experience and/or resources for fulfilling the provisions of Security Council resolution 1540.

Finland has been actively involved in the Global Initiative to Combat Nuclear Terrorism (GICNT) in all areas: nuclear detection, nuclear forensics, and response and mitigation. Finland funds these activities through the UN Office on Counter-Terrorism (UNOCT) and other partners. In 2022, the US, Norway and Finland
hosted a “Watchful Viking” tabletop exercise in Oslo, on radiological/nuclear detection and information sharing, with 70 participants from 15 countries.

As one of its contributions to the G7 Global Partnership programme, Finland cooperates with the United States Department of Energy (DoE) on countering nuclear smuggling in Ukraine, financing the Nuclear Smuggling Detection and Deterrence Program (NSDD), and in support of nuclear security in Ukraine.

Finland supports the implementation of the Chemical Weapons Convention by offering training in analytical chemistry to chemists from developing countries. Since 1990, some 1500 persons from 138 countries have taken part in training courses organized by the Finnish Institute for the Verification of the Chemical Weapons Convention, VERIFIN.

Finland participated in the operations to remove chemical weapons from Syria and Libya in 2013 and 2016 with military and civilian expertise and through voluntary contributions. 

Since 2014, Finland has promoted the implementation the Biological and Toxin Weapons Convention through a bilateral programme on strengthening biosafety and biosecurity in Tanzania, focusing on veterinary training and developing laboratory capacity in different parts of the country.

Finland is a member in the IAEA’s Board of Governors between 2021 and 2024. During the Board membership, for instance, Finland has actively promoted nuclear safety, security and safeguards in Ukraine, including the support to the IAEA’s monitoring missions. Moreover, Finland has supported the IAEA’s monitoring and verification activities in Iran since 2014, and contributes regularly to the IAEA Nuclear Security Fund and to the Marie Skłodowska Curie Fellowship Programme.
