High-level Side Event on “Leveraging Pension Funds for Financing Infrastructure Development in Africa” (15 July 2015)

The event, co-organized by OSAA took place on 15 July 2015, in the margins of the Third International Conference on Financing for Development.

About the High-level Event

The Office of the Special Adviser on Africa (OSAA) and the Organization for Economic Cooperation and Development (OECD), working in partnership with the African Union Commission (AUC), the AU/NEPAD Planning and Coordinating Agency, the United Nations Global Compact (UNGC), and the United Nations Economic Commission for Africa (UNECA), organized this high-level event from 3:30-6pm, on 15 July, 2015 Africa Hall, UN Conference Centre, Addis Ababa, Ethiopia.

This high-level event was organized in the margins of the Third International Conference on Financing for Development scheduled, which took place from 13 to 16 July 2015, in Addis Ababa, Ethiopia.


The timely high-level event came within the backdrop of efforts towards addressing the huge financing needs for infrastructure development in Africa. The high-level event did:

  • explore ways and strategies for leveraging Africa’s growing pension funds for financing infrastructure development in the Continent;
  • examine ways of improving the investment climate in Africa;
  • highlight Africa’s development financing priorities;
  • identify factors and policies that promote private sector’s participation in infrastructure development; and
  • provide recommendations for leveraging pension funds for financing infrastructure development.


The high-level event took the form of a panel discussion, featuring a moderator and panel discussants, with contribution from attendees. Short presentations on issues under discussion were made. The event was moderated by Under-Secretary-General and Special Adviser on Africa, Mr. Maged Abdelaziz, and structured into five segments, namely:

  • The opening segment;
  • The ministerial segment;
  • The high-level policy dialogue;
  • The high-level expert dialogue;
  • The interactive discussion.


It featured prominent speakers such as:

  • African and OECD Ministers in charge of Finance and international cooperation,
  • the Chief Executive Officer of NEPAD Agency,
  • the Executive Secretary of UNECA,
  • the Secretary-General of OECD,
  • the AU Commissioner for Energy and Infrastructure,
  • the Chair of the OECD/DAC,
  • the Chairperson of the Board of Trustees of the Government Employees Pension Fund (GEPF) of South Africa,
  • the Managing Director of National Pension Commission (PenCom) in Nigeria, and
  • high profile academics.

The event was open to all delegates and participants attending the Third International Conference on Financing for Development.
