Requesting a United Nations Grounds Pass in New York for NGOs in Consultative Status with ECOSOC

ACCESS TO UN HEADQUARTERS COMPLEX

Due to Covid-19, in-person access to the United Nations Headquarters Complex in New York is restricted to visitors for the time being. Due to the prevailing circumstances imposed by the coronavirus pandemic, the UN is obliged to consider extraordinary precautions to ensure the safety of its staff and visitors alike. In lieu of in-person attendance, the UN will continue to rely on alternative arrangements for civil society participation in events at the United Nations through virtual platforms for NGOs in consultative status with ECOSOC. Under the circumstances, requests for UN Grounds passes for 2021 will not be approved for New York until further notice.

NGOs in consultative status with ECOSOC can request passes for UN premises in New York through 31 December. For any issues or questions related to UN Grounds Passes, please use the CSO Net messaging system by following this link. Please do not contact the Acting Chief of the NGO Branch or any staff member of the Branch by phone or through their personal email addresses.

PLEASE NOTE THAT THE APPLICATION PROCEDURE FOR UN GROUNDS PASSES AT EACH DUTY STATION IS SEPARATE. THEREFORE, PASSES ISSUED IN ONE DUTY STATION CANNOT BE USED IN ANOTHER. Grounds passes for UNHQ in New York ONLY should be requested by following the procedures described below.

A. Annual Passes

Each NGO can request up to a maximum of 7 annual passes for its representatives in New York (and 7 for Geneva and 7 for Vienna). Out of these 7, two are reserved for the President/Chief Executive Officer and Chief Administrative Officer. Please note that the President/Chief Executive Officer or Chief Administrative Officer MUST BE nominated in each location for any letter to be accepted. Failure to nominate at least one of them will prevent approval of any request for passes. All requests for passes must be made online as explained below. Fax, email and paper requests will not be considered.

To apply for an annual pass, an NGO representative will need to have the following 3 documents:

  1. A signed official letter (click for sample) requesting a pass on the official letterhead of the organization from the Chief Executive/President. The CEO/President can designate a maximum of five representatives for annual passes in the letter, plus two more passes for the CEO and Chief Administrative Officer.
  2. A security form, showing the NGO pre-registered its information online (see the 4 Steps for Pre-registration below).
  3. A valid government-issued photo ID (such as a passport, driver's license, etc).

Please note the following restrictions:

For official events that require pre-registration, short-term passes will NOT be issued. Instead, NGOs will be issued separate passes by the event organizers. Please review participation guidelines for each event carefully.

Any unused passes must be returned to the United Nations Pass/ID Office in order to be deactivated.

B. Temporary Passes

NGOs in consultative status with ECOSOC can request temporary passes for 1 day, and up to 3 months, for a maximum of 9 temporary passes at a time.

To apply for a temporary pass, an NGO representative will need to have the following 3 documents:

  1. A signed official letter (click for sample) requesting a pass on the official letterhead of the organization from the Chief Executive/President. The CEO/President can designate a maximum of 9 representatives at a time.
  2. A security form, showing the NGO pre-registered its information online (see the 4 Steps for Pre-registration below).
  3. A valid government-issued photo ID (such as a passport, driver's license, etc).

 

Pre-registering for UN Grounds Pass - 4 Steps

  1. Log in and Review. Login here to access your profile in our system, using the username and password assigned to your organization. On your profile page, click on the tab for "Consultative Status." From the drop-down menu, select "Designations" and then select "New York". This page will list all your existing representatives.

  2. Renew or add representatives. To renew passes for existing representatives, select "Copy" next to the name of your representative(s), update the details, and then press "Submit". To add a new representative, select "New Designation", insert the information in all the required fields, and then press "Submit." Please be sure to specify the duration of the new pass (through 31 December of the year for annual passes, or a specific period, up to 3 months, for temporary passes).

  3. Wait for confirmation email. If you apply for a pass before 4 pm (New York time), and have fulfilled all the requirements for a pass, the request will be endorsed before the close of business of the same day. An email notification will be sent to the email address of your organization on file which will provide instructions to print a security form.

  4. Collect your pass. Once you receive the email confirmation, please read the detailed instructions in the email carefully. To collect your pass, print the security form by clicking on the "print" icon next to your name, a letter from the President of your organization, as well as a valid photo ID, and bring them with you to the UN Pass and ID Office located at 320 East 45th Street, New York, NY 10017, Ground Floor, between 9:00 am and 4:00 pm, Monday through Friday. You can collect the pass in person the next business day following the submission of your online request.
