Working papers

Under the terms of Article 73 e of the Charter of the United Nations, Member States that administer Non-Self-Governing Territories, namely, administering Powers, have accepted the obligation to promote the utmost, the well-being of the inhabitants of those Territories and, to that end, to transmit regularly to the Secretary-General for information purposes "statistical and other information of a technical nature relating to the economic, social, and educational conditions" in those Territories.

The Secretariat of the United Nations annually prepares the Working Papers on specific Territories, on the basis of the information transmitted under Article 73 of the Charter and by incorporating information drawn from available published sources. The Working Papers serve as a basis for the Special Committee on Decolonization (C-24)'s consideration of the Non-Self-Governing Territories.
