Promoting gender perspectives in the ATT and PoA

Target countries: Global / Cameroon, Colombia, Spain, Sweden as case studies

Goal: To facilitate unique research and advocacy to improve the implementation of the ATT and UNPoA as more relevant and effective for women and others affected by armed gender-based violence (GBV) through the incorporation of gender perspectives into programmes and policies.

 

Activities and Outputs:

• Engagement from a greater number of individuals within WILPF has been a key outcome of this project and has included Crisis Response programme staff undertaking assessments of the impact of arms transfers on women in the Middle East and North Africa as a core component of their role. Further, the Human Rights programme staff have included ATT requirements in their country reviews for various human rights instruments and the development of webinars and other learning opportunities to empower the women that WILPF works with in these regions.

 

• A side event convened by WILPF at the Second Conference of State Parties to the ATT in August of 2016, allowed for States beyond the four case study nations to discuss gender-based violence as well as the instruments and research methodology that States can utilize to benefit directly from the research and advocacy initiatives undertaken by WILPF and to assist their overall efforts to include gender perspectives into national level programmes and policies.

 

• WILPF has published a comprehensive publication titled: ‘Gender-Based Violence and the Arms Trade Treaty’, as well as completed four related national case studies, with two, ‘Trading Arms, Bombing Towns: The Leather Connection between the international arms trade and the use of explosive weapons in populated areas’ and ‘Women, Weapons and War: A gendered critique of multilateral instruments’ being published separately. Each of these publications was disseminated directly to government officials with the goal of provoking responses and discussion, both within the focus countries as well as more widely.
