This handbook is targeted towards national statisticians to enable them to monitor progress made in the implementation of the Sustainable Development Goals based on data produced by national statistical systems.
It addresses the growing need for information targeted towards national statisticians to collect, calculate, and monitor the SDGs using data produced by the national statistical systems. We hope this will be a comprehensive yet straightforward reference that focuses on key aspects–such as concepts, definition, sources, calculations–that are essential to measuring indicators. It also provides additional links and references to more detailed information, so that national statisticians are able to delve into detailed references when needed.
The handbook is divided into six chapters and seven annexes. It covers managerial issues when reorganizing national statistical offices to permit the full use of geospatial infrastructure. It provides technical content for the data-processing manager or cartography/GIS chief, such as constructing an EA (enumeration area) geodatabase, using global positioning systems (GPS) and remote sensing and creating maps needed for enumeration. The annexes provide a handy reference for those planning and implementing geospatial solutions to census projects.
The Framework for the Development of Environment Statistics (FDES 2013) is a multi-purpose conceptual and statistical framework that is comprehensive and integrative in nature and marks out the scope of environment statistics. It provides an organizing structure to guide the collection and compilation of environment statistics at the national level. It brings together data from the various relevant subject areas and sources. It is broad and holistic in nature, covering the issues and aspects of the environment that are relevant for policy analysis and decision making by applying it to cross-cutting issues such as climate change
The International Recommendations for Water Statistics (IRWS) was developed to assist countries establish and strengthen information systems for water, which in turn support the design and evaluation of better water policies. In particular, these recommendations: (a) support the collection, compilation and dissemination of internationally comparable water statistics in countries; (b) support the implementation of the System of Environmental-Economic Accounts for Water (SEEA-Water); and (c) provide the necessary information for deriving coherent and consistent indicators, enabling comparisons over time and between countries from an agreed list of data items.
The System of Environmental-Economic Accounting 2012 Central Framework is an international statistical standard that provides the statistical framework consisting of a comprehensive set of tables and accounts, which guides the compilation of consistent and comparable statistics and indicators for policymaking, analysis and research.
SEEA-Experimental Ecosystem Accounting provides a synthesis of the current knowledge in this area and provides a starting point for the development of ecosystem accounting at national and sub-national levels. It represents an important step forward on cosystem accounting, providing a common set of terms, concepts, accounting principles and classifications; an integrated accounting structure of ecosystem services and ecosystem condition in both physical and monetary terms; and the recognition
of spatial areas as forming the basic focus for measurement.
