The human rights treaty bodies adopt "concluding observations" after consideration of periodic reports of States parties, identifying concerns about non-compliance with treaty provisions and making recommendations for action by the State party. The Committee against Torture refers to its concluding observations as "conclusions and recommendations" and the Committee on the Elimination of Discrimination against Women refers to its concluding observations as "concluding comments".  Concluding observations are issued as individual documents for specific sessions of treaty bodies, and published in sessional/annual reports of treaty bodies.

Titles of concluding observations issued as individual documents: tag 245

Titles of concluding observations issued as individual documents should be transcribed in tag 245 as consistently as possible. Generally, the titles appearing on sessional documents that contain concluding observations consist of three parts: (1) a heading corresponding to an agenda item title, such as Consideration of reports submitted by States parties under articles 19 and 17 of the Covenant; (2) a phrase such as Concluding observations of the Committee on Economic, Social and Cultural Rights; and (3) the name of the State party. Sometimes the name of the State party precedes the phrase about concluding observations of the treaty body.

For concluding observations issued as sessional documents of some treaty bodies (such as the Committee against Torture), the Consideration of reports… matches the agenda item title recorded in tag 991. In that case, omit the agenda heading from the title in tag 245.

For concluding observations of other treaty body document series, the heading may not match the agenda item title recorded in tag 991. In that case, transcribe it in the title proper (tag 245 $a) preceding the phrase about concluding observations of the treaty body.

If the complete title of the treaty does not appear in the heading transcribed in tag 245 $a, but the complete name of the treaty body appears in other title information (245 $b) it is not necessary to complete the title of the treaty by adding text from head of title or between square brackets, since the complete name of the treaty body in subfield $b is sufficient to make a meaningful title. The complete title of the treaty appears in tag 630 which is systematically assigned to concluding observations of treaty bodies.

Content Codes

- Assign Content Code B24 to records for concluding observations issued as individual documents, to sessional reports containing concluding observations and to compilations of concluding observations.

- Assign Content Code A17, not B24, to draft concluding observations issued as CRP (conference room paper) documents.


Edition statements (draft versions) and notes (adopted versions)

- The word "draft" usually but not always appears in the title of draft versions. If the word "draft" appears in an area of the title page but not as an integral part of the title, assign it as an edition statement (tag 250) rather than other title information (tag 245 $b). If the word specifying that it is a draft version does not appear, assign it in an edition statement between square brackets.

- For adopted concluding observations issued as individual documents, add a general note (tag 500) indicating the date of adoption and the periodic report(s) with which they are associated.

Corporate name heading and subjects

- Assign the appropriate title subject heading for the treaty (tag 630).

- Assign the corporate subject heading for the treaty body (without sessional information) in tag 610 followed by the modifying term Recommendations in subfield $g.

- Assign the corporate name heading for the treaty body (with sessional information) in tag 710.

- Assign primary topical subject terms (tag 650 level 1) for the main subject(s) of the treaty, as well as the term PERIODIC REPORTS and the geographic term for the State party.

Concluding observations of treaty bodies often contain a number of recommendations on various specific issues. In general, it is not necessary to assign secondary subject terms for the specific issues, since users will most likely search for concluding observations by the Content Code B24 along with other search elements such as primary subject term(s), title of the treaty, document series symbol and/or name of the treaty body.
