Towards a Comprehensive Implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia – Phase IV” project is a primary and unique regional project of UNOCT-UNCCT and UNRCCA in Central Asia with the overall objective to assist in the development of national and regional counter-terrorism and preventing violent extremism strategies, and strengthen Central Asian countries’ capacity to implement the said strategy on counter-terrorism and violent extremism under the broad framework of the UNGCTS and JPoA, through tailored capacity-building assistance.

Today, on the margins of the High-Level International Conference on Human Rights, Civil Society and Counter-Terrorism, within the framework of Phases III and IV of the project “Towards a Comprehensive Implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia”, United Nations Office of Counter-Terrorism – United Nations Counter-Terrorism Centre (UNOCT-UNCCT) launched the e-learning course on the protection and promotion of human rights and the rule of law in the context of counter-terrorism in Central Asia.

The e-learning course, developed by UNOCT-UNCCT and the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), in partnership with the United Nations Institute for Training and Research (UNITAR), United Nations Office for Project Services (UNOPS), Office of the United Nations High Commissioner for Human Rights (OHCHR) for Central Asia and UNICEF (for Module 9), is customized to the specific context of Central Asia and incorporates international standards and best practices regarding the protection and promotion of human rights and the rule of law while countering terrorism. 

The curriculum is developed based on the fourth pillar of the United Nations Global Counter-Terrorism Strategy (UNGCTS) and takes into consideration the Counter-Terrorism Committee Executive Directorate (CTED) reports and recommendations, as well as inputs from the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism.

This 11-module course is offered in Russian and covers a variety of topics: 

  1. Human rights and counter-terrorism; 
  2. International legal framework of counter-terrorism; 
  3. Responsibility for terrorism-related offences: investigation and prosecution; 
  4. Victims of terrorism; 
  5. Specific human rights in the context of terrorism and counter-terrorism with the focus on Central Asian context; 
  6. Use of force and firearms by law enforcement;
  7. Extraditions and transfers of individuals suspected of terrorist acts; 
  8. Human rights-based response to the threat posed by suspected foreign (Terrorist) fighters; 
  9. Protecting the rights of children returning from conflict zones in the context of Counter-Terrorism; 
  10. Treatment of prisoners; 
  11. National approaches to counter-terrorism in Central Asia and their compliance with international human rights standards.

The e-learning course is tailored towards representatives and experts from law enforcement, counter-terrorism, intelligence agencies and other relevant organizations dealing with security and counter-terrorism in Central Asia, as well as students aspiring to work in these fields.
